Overview • EFIS is the information tool to fulfill the ECC Decision ECC/DEC/(01)03 and the EC Decision 2007/344/EC on the harmonised availability of information regarding spectrum use in Europe • 42 CEPT countries (incl. all EU member states) are represented in EFIS, plus an ITU table and the ECA table (ECA database now merged into EFIS – up for next amendment by Sept. 2012) • Further countries are underway (Belarus, Macedonia FYROM, Russian Federation, Ukraine, Albania, Georgia) • EFIS contains the following data types (regulatory information): • Allocations • Applications • Radio interfaces • Documents • Right of use info
New section in EFIS: Spectrum Inventory • New section/page in EFIS: ‘Spectrum inventory information’ containing non-regulatory information about the actual use of the spectrum • With non-regulatory information about the actual spectrum use • ECC-ECO (all CEPT, ECC, ECO Reports, spectrum review, ECC questionnaire results); • ETSI SRdocinformation, requested by ETSI to be made available in the ECA/EFIS); • National spectrum inventory information (Uploaded by NRAs); • Publicly available EU/EC information; • Third party documentation (ECC MoU/LoU partners) -> CRAF • ECC/ERC Decision/Recommendations shown in EFIS including link to European map showing implementation of the Decs/Recs
Software enhancements • Improved export of data from EFIS (in table formats) • Further development: “restricted” areas and related enhanced account management to support information collection processes (e.g. spectrum reviews/inventories) whenever triggered by the ECC • Electronic questionnaires and report creation • Existing EFIS 3-layer application terms as well as spectrum inventory application categories provided - optionally and in a compatible way through mapping – for both options, selection windows will be available. • Establishment of spectrum inventory contact list based on existing EFIS contact list • Test system for administrations
Additional developments and guidance • Guidance, incl. structuring of the information for uploading national non-regulatory information on the evolution of spectrum use is given in the new ECC Report 180 which has been approved for the public consultation by ECC WGFM in April 2012. • The bands (incl. application and requested format for the information) of interest for which National non-regulatory information is requested by ECC can be updated on demand. The software is more flexible and allows the collection of information also on other bands if available. • Exchange of best practices for national inventory actions in ECC WGFM • Online translation – tool: English and national language(s) possible
Outlook – Concluding Remarks • The EFIS database continues to be developed and can in the future also be used for spectrum inventory purposes to a large extent • The outline provided here does not lead to complex solutions but further develops EFIS into a tool that minimises the administrative burden on Member States and reduces costs • It is vital to avoid discrepancies between several databases, and for resource management optimisation to have one common database relating to spectrum matters in EC and CEPT • EFIS will handle the collection and processing of data. However, EFIS will not analyse data.
