What is Transnational Co-operation? • A transnational issue is a challenge which goes beyond national borders, for which, by its very nature, a satisfactory solution cannot be found at national, regional or local level without co-operation with partners in other countries. • Added value: • Efficient and innovative solutions for common problems • Speed up innovation through testing different approaches simultaneously • Access to knowledge and hard won experience • Participation in exchange networks • Raise your organisation’s profile • Develop skills and expertise • Take advantage of significant budget

Cooperation area Characteristics • 21% of the EU territory • 180 million inhabitants • 39,5% of the EU population • 307 inhabitants/km2 (that's high!) • 75% of the population lives in densely populated, urban areas • High levels of industrialisation & economic activity • Connectivity problems & issues
Key Features of trans-national projects • Partners in a representative range of Member States • Common issues • Genuine need for collaboration; beyond exchange of experience • Tangible outcomes • Missing links, scaling up, de-fragmenting and removal of technical barriers • Innovative • Long lasting impact (what happens when the project ends?) • NWE average project 9 partners; €3.5m ERDF

NWE Programme Preparation • Group with representatives from each Member State • Choosing 3-4 Topics for co-operation from the Menu of 11 topics...... • Discussing ‘Inclusive growth’ ; horizontal - or special activities? • Commissioning studies and overseeing development of the Operation Programme e.g. SWOT, ex-ante evaluation . • OP will be iterative process. Consultation draft autumn. SWOT maybe sooner

Project development Advice: • You cannot start early enough • Cross- border, transnational and inter-regional are very different, not just in geography • Pay close attention to focus of each programme • What your idea does for and to jobs and communities • Each generation of INTERREG is more demanding: Transnational integration of actions; Innovation; How to work with other projects; How to involve citizens • There is lots of help available from CPs, including finding partners
