BackgroundWhy does County have City Transportation Impact Fees? • Before Incorporation • Flagler County collects impact fee for entire county • After Incorporation • City – County Interlocal Agreement September 29, 2000 • City collects transportation impact fees as part of the building permit process beginning on October 2, 2000 • September 21, 2004 - City Adopts Transportation Impact Fee Ordinance
Transportation Impact FeesHistory of Transportation Impact Fee Districts • Prior to Interlocal Agreement (“Old” Impact Fee Districts) • Flagler County collects impact fees countywide • Two impact fee districts • All County lands east of FEC railroad and all county lands west of FEC railroad

Transportation Impact Fees • “Old” Transportation Impact Fee Districts • All areas of the County east of FEC railroad • $3.36 million (on 10/01/09) (encumbered & unencumbered) • $2.4 million (as of 10/01/11) (encumbered & unencumbered) • “New” Transportation Impact Fee districts • City of Palm Coast district (incorporated area of Palm Coast) • $4.2 million (on 10/01/09) (encumbered & unencumbered) • $4.2 million (as of 10/01/11) (encumbered & unencumbered) • All areas east of FEC railroad (excluding incorporated areas of Palm Coast) • $507,000 (on 10/01/09) (encumbered & unencumbered) • $480,000 (as of 10/01/11) (encumbered & unencumbered)
Transportation Impact FeesSummary of Available Transportation Impact Fees • Available for Flagler County Projects east of FEC railroad • $2.88 million • $2.4 million from “Old” Impact Fee District (All Flagler County incorporated and unincorporated east of FEC ) • $480,000 from “New” Impact Fee District • Transportation Impact fee balance collected under ILA • $4.2 million • From Palm Coast Impact Fee District
Potential Street Projects *Balance of $8.0 million construction cost, there is $5.9 million in 2014 FDOT Work Program. Unused balance of for this project will be used for other projects on list. **Funded in 2012 City CIP Budget.
