Top Six Alignment - Why • Navy enlisted personnel seniority at all time high • 73.25% of our Sailors today are in the Top Six Paygrades • Navy billet structure (jobs/paygrade) even higher • 77.4% of our billets are in the Top Six Paygrades • 4.15% Top Six Gap results in: • Billets being “gapped” – not filled • Billets detailed “one down” – filled by lower paygrade • Inaccurate recruiting, retention, and advancement goals
Top Six Alignment - How • Identify 25K billets for alignment: • Billets remained in place but authorized at lower paygrade • Phase I Exempted nuclear power and GWOT intensive ratings • Enlisted Community Managers identified by rating/rate • Enterprise/Enablers (TYCOMs) identified specific billets • Excluded billets for Fleet readiness concerns • Excluded billets for Community Health concerns • Improved Sea Shore Rotation, Stabilized Career Progression • Requires two phases: • Phase I implemented with 17K billet alignments • Phase II ongoing – Spring 08 implementation

Top Six Alignment Status • Top Six Alignment requires adjusting paygrade of 25,124 billets (or increase MPN $301M per year every year) • 21,072 billets nominated by Enterprises/FFC for alignment (limited by SORTS readiness concerns) • 1,336 billets excluded for SSR concerns • 2,622billets held in abeyance by ECM recommendation (for career progression concerns) • 17,114billets identified as low risk for alignment (Phase I - implementation w/Spring 2007 EPA) • 8,010 additional billet alignments required in Phase II (to meet 73.25% Top Six fiscal controls) Two phase approach to the Top Six Alignment required to mitigate risk to Fleet Readiness and Community Health
