  3. Terminal details • 5 ship docks designed for Aframax tankships 80K - 120KDWT • Mooring piles with quick-release capabilities • Mooring system analysis being conducted for slightly smaller LPGCs

  4. Planned Operations • Transfer propane/butane to/from liquefied gas carriers • Dual purpose – import and export of propane and butane based upon market demand • Annual throughput ~72,600,000 bbl

  5. LPGCs • Slightly smaller than AFRAMAX • Capacities up to 83,000 m3 • Fully refrigerated • Estimate 7-9 /mo • Maximum 11/ mo

  8. Characterization of the LPGC Route • Same issues as for as LNG until get above Golden Pass • Project width 400 - 800 ft • Depth 40 ft minimum • Port Arthur Ship Canal –no developed areas

  9. Sabine-Neches Canal & Neches River • West Port Arthur / City of Port Arthur • Residential/industrial at Port Neches • Residential areas at Nederland ~1.4 miles from dock • Environmental Resources • LPG operations present no new risks for those areas

  10. Marine Safety Change Analysis • Modest increase in deep draft vessel traffic volume • 2,800 vessel arrivals & 71,000 barge transits in 2012 • 20% to/beyond Sunoco • 8 LPGCs/mo = 96/yr = 3.4% increase • 11 LPGCs/mo = 132/yr = 4.7% increase

  11. Impacts on Local Services • Pilots – 29 pilots and 2 trainees – Adequate for expected levels of operations • Tugs – local fleet = 11 vessels– #1 concern overall– Fleet might have to grow to meet demand
