The Need for the OFO It is a tool for having a common language for collecting and analysing labour market information
What is the OFO? • It is a skills-based, coded classification system • Captures all jobs in the form of occupations • Groups occupations based on similarity of: • Skill specialisation • Skill level
An OCCUPATION is a set of jobs that require the performance of similar or identical sets of tasks across a range of contexts
SKILL SPECIALISATION is defined in terms of: • Range and complexity of tasks • Field of knowledge required • Tools or equipment used • Materials worked on or information worked with • Goods or services provided
SKILL LEVEL is determined by: • Level or amount of formal education and training • Amount of previous experience in a related occupation • Amount of on-the-job training required to competently perform the set of tasks required for that occupation
How Does the OFO Work? • The system is based on the OFO Major Groups: • Managers • Professionals • Technicians and Trade Workers • Community and Personal Service Workers • Clerical and Administrative Workers • Sales Workers • Machinery Operators and Drivers • Elementary Workers
These Major Groups are then broken down further, as follows: • Sub-Major Groups • Minor Groups • Unit Groups • Occupations • Specialisations
The HWSETA, as recommended by the Department of Labour, has “customised” the OFO to suit the occupations within the Health and Social Sectors
