  4. Who is the lead agency for NEPA? • National Environmental Policy Act (NEPA) • If a federal agency is funding the project, then it must be the lead agency. • If a state or private agency is funding the project, and the project is fisheries related, the US Fish and Wildlife Service will be the lead agency.

  5. Who is the lead agency for CEQA? • California Environmental Quality Act (CEQA) • If a state agency is funding the project, then it must be the lead agency. • If a federal or private agency is funding the project, and it is fisheries related, the California Department of Fish and Game will be the lead agency.
