Objective • ICT innovation to improve access of knowledge and information at the grassroots for enhanced accountability • enabling the poor to demand rights based entitlement within MG NREGA • Uses a mix of technologies and social media to • improve communication of workers’ rights; • minimize human intermediation and enhance transparency in transactional processes
Pilot locations • Bhilwara: 10 villages, located within 12 kilometres of Suwana block office • Udaipur: 10 villages, located within 12 kilometres of Koraber Gram Panchayat
Soochna Seva Kendra(info kiosks) • Successfully piloted in 10 villages of Bhilwara district in Rajasthan • Info-kiosk – touch screen on voice-text mode with bio-metric authentication • Bio-metric registration of thumb impression of registered job-card holder along with digital image • Job card details – number of days worked, number of days left to work, wages earned • Platform to job demand • Access pay slips and history of past work • Information about the act, worker entitlements • Platform to register grievances 7000 biometric registrations
Demand for Job • A single job application process and desire for replacement of manual processing of dated receipt - Eliminates dependency of workers • Technology to provide services for registering demands for work • Dated receipt acknowledging their demand is also issued. • Option to select preferred worksite • Work demand through info kiosk and Hand Held Device at worksite 1500 work demands in 5 months
Work allocation • Work allocation integrated through centralised MIS • Generation of automated e-muster roll • Simplifies process – timely allotment of work • Job allocation reflected in the Info Kiosk
Location specific attendance using Biometric and GPS : • Attendance is taken through a Hand Held Device at worksite: • Biometric authentication of workers through integrated bio metric – eliminates scope for ghost workers • GPS enabled device provides latitude – longitude of the location • Attendance report available online with geographical tag and worksite images along with list of worker names and corresponding job IDs • Enhances transparency
Monitoring and Payment • Updation of worksite progress with pre-post work images • Updation of work measurement Measurement through Hand Held Device • Payment advice on the basis of e-muster roll and digitally captured work-measurement data • Online access of data – reduces process time • E-payment advice to bank ensures timely payment to workers
Extending out-reach with Mobile • SMS based delivery of workers information • Workers have the option of sending a SMS to receive job status information – number of days worked and number of workdays left – on their mobiles. SMS
Extending out-reach – Hand Held Device • Portable computer with integrated peripheral devices • Biometric • Camera • Touch screen • Integrated GPS • GPRS and wireless connectivity • Smart card reader • Thermal Printer
