PSETA MISSION • TO CO-ORDINATE AND FACILITATE DELIVERY OF APPROPRIATE LEARNING PROGRAMS TO IMPROVE TRANSVERSE SKILLS IN THE PUBLIC SERVICE
SCOPE OF COVERAGE • All National departments • All provincial departments • DTI and DFA • Parastatals NEC • Identified National depts – 100%, eg. DPSA and Home Affairs • Other depts – Transverse skills, eg SMS and MMS • Policy development; Strategic planning and management; Leadership; Client service; Administration; Project management; etc.
RE-CERTIFICATION OF THE PSETA • Letter from Minister of Labour – 02 March 2005 • Government. Gazette – re-establishing Setas – 3 month extension • The legal status of Pseta • Constitution and governance • The funding mechanism • Scope of coverage • Incorporation of DTI and DFA from DIDTETA
APPROACH • Established a close working relationship with DoL • Established JIT • Board and staff members from Pseta • Board and staff members from DIDTETA • Support from DoL • Appointment of facilitator – develop a comprehensive proposal • Presentation to JIT and respective Boards • Adopted by Boards – presentation to MPSA and MoL
RECOMMENDATION • Legal status of the PSETA • Renewal of the certificate of establishment • Pseta established as a legal entity – Section 9(1) of the SDA • Schedule 3A Public Entity – PFMA • Listed ito Section 9(2) of the PFMA • Funding mechanism • Constitution and Governance • Own Constitution and governance structures in keeping with SDA
RECOMMENDATION • Establishment of a new Board • Upon issuing a certificate of establishment • 20 member Board • 8 Employer reps - MPSA • 8 Labour Reps - GPSSBC • 2 Specialists • 1 Independent Chairperson • 1 CEO • Employer Representatives • 1 DPSA • 2 National Departments • 3 Provincial Administrations • 2 Parastatals
SAQA Accredited Qualifications & Unit Standards • National Senior Certificate in Administration (IA) Level 4 - a legacy qualification that was not relevant (2002 – 2004) • Present Scenario • 4 qualifications and 4 Unit standards
New Unit standards and Qualifications lodged with SAQA for Fast Tracked Registration • 4 new draft public Administration Qualifications from levels 4 to 7 • 5 Existing DIDTETA Qualifications in Foreign Affairs and Trade and Industry • 8 Election unit standards • 30 Senior Management Service (SMS) Unit standards developed against the SMS Competency Framework • Plan is for each of the SMS competency based Unit Standards to be built into the above qualifications. • 14 Unit Standards registered to date • 16 remaining unit standards to follow upon finalisation of the above qualifications

Skills Planning • 2005 – 2010 Sector skills plan developed and submitted to DoL – to be revised in keeping with new guidelines • Developed a draft critical and scarce skills list – further work required in keeping with framework for the identification of scare and critical skills • Further research on occupational needs required • Challenge:– • Pseta scope of coverage is limited to employees that do not belong to any other SETA • Sector Skills Plan tries to cover the entire Public Service – a number of gaps
LEARNERSHIPS • Learnerships • Currently implementing 18.2 Learnerships • Concluded 5 contracts • Roll-out has commenced in 5 provinces, EC, NC, MP, NW and KZN • Challenges:- • Funding to roll-out the further learnerships – 18.2 learners • Assisting depts in the implementation of 18.1 learnerships • Appointing and training mentors and assessors • Workplace readiness and appropriate placement

WAY FORWARD • In the process of appointing the new Board • Together with DoL:- • Appointed service provider to assist with the amalgamation process, listing as a Public Entity and the development of a strategic business plan – 1 & 5 year plan • Developing a common reporting template for public sector SETAs • Seeking approval for the funding of PSETA as a Public Entity – MTEF process • Finalise interim arrangements, funding, accommodation, staffing, etc.
