points from David Begg • Cardiff has higher central car parking and lower cycling-walking than Nottingham and Edinburgh. • Councillor and officer travel habits will become an issue in the Press as the Council argues for the modal shift of Keeping Cardiff Moving. • Bus lanes are better for cyclists than a complete free-for-all. Cyclist / pedestrian sharing seems to work well. • Reservations on 200km target - quality may suffer, gaps may not be rectified
Benchmarking Project 2002 • ….considerable potential for increasing the 2% cycling in-City trips, provided there's backing by senior officers and members • ….Cardiff has an effective Cycle Audit up and running • more attention to quality and standards of infrastructure - over-narrow cycle-lanes and approaches to ASLs • review the banning of cyclists from 'pedestrian areas' at all times.
Welsh Walking-Cycling Strategy section - Learning to Share Space • sharing space must be part of the solution to allowing walking and cycling to develop • perceived conflict on shared routes is much greater than actual conflict • WAG will develop a Code of Conduct for walkers, cyclists and equestrians for shared use paths, backed by a national publicity campaign. • Cycle training should also involve training on conduct in shared space. • To help guide local authorities, WAG to develop guidance on shared use and safeguard provision for people with disabilities

St Davids 2 needs changes The developers' brief talks of cyclist "access" to their development - but cyclists need cross-centre routes Cycling must be included as integral part of the highway changes. ## ruptured routes with no alternative ## we refuse to go along with worsening - cycling on pedestrian streets at vehicle times ? is not enough - 5-6 pm journeys are vital - give us Bridge St / Hills Street plus either Trinity St or Working St at all times.

Permeable urban fabric for walking and cycling City-centre day-time limitations due to crowds Cyclists accept Blocked-off Backstreets - drop the curbs construct and sign cycling gaps Counter-flow cycling in one-way streets, except where specific difficulty Short-cut passages between estates must be wide-enough with visibility to avoid conflict with pedestrians
Review and update Cardiff’s local cycling strategy (1998) Welsh Walking-Cycling Strategy: "Promote the continued reallocation of road space in favour of cyclists, through measures such as bus lanes, cycle lanes, advanced stop lines, toucan crossings and Quiet Lanes." Safe Routes to Schools We'd like the Council to make a public commitment + lead a public campaign • teach cycling and road-sense at early age • in-car pollution is several times higher than on-street pollution • cut down car use particularly at times of summer smog • obesity/unfitness among schoolkids
more Schoolkids York has been educating children on how to use public transport and cycle - in many cases, they just didn't know. Briardene? Need also on-road training not just the initial cycling proficiency.
Take-home message If cycling is to contribute in itself to reduced car use and reduced congestion, we need • Quality facilities and Cycling-permeable urban fabric • Continuous Cycling routes, including through city centre, with links to Taff trail • Exploit off-highway opportunities, as the Rhymney and Ely valley routes
