Network Meter Reading (NMR) Project Overview • JEA’s NMR Project is a show-case for its leadership in innovation and technology; its main focus is to provide • customer service improvement and satisfaction; • better system reliability and accuracy; and • additional operational cost savings. • JEA started its NMR initiative in 2001 and plans to complete it by early 2006 • It is a multi-departmental and multi-year implementation project that includes • installation of a Cellnet radio frequency fixed network and fiber backhaul infrastructure; • Replacement or retro-fit of approx. 650,000 electric and water meters to communicate with network; • development of interfaces to JEA information systems including its customer information systems (CAIR), outage management system (m3i), field force dispatch system (FFDS provided by a package from Viryanet), etc.; and • development of advanced Meter Data Management System (MDMS) to take advantage of volumes of meter data. • JEA will own all NMR hardware within its service territory. An O&M contract is in place with Cellnet to operate the data management system, maintain the RF network, and provide system performance in compliance with contract metrics. This contract will run thru the year 2016. • Approximately 900-1000 MV-90 meters, all water meters in Nassau County, and potentially, some water meters in St. Johns County (Vilano & Ponte Vedra) may not be included in the project. • Cellnet, based in Alpharetta, GA, provides meter reading services for a number of utilities throughout the U.S. Cellnet will provide daily readings for all JEA electric and water meters under the Cellnet AMR System in accordance with JEA's regular monthly billing cycles.

Future Applications/Interfaces/Process Improvements • Improve working relations with Cellnet and other Cellnet users • There is a lot of functionality that MDMS can bring to bear, but have to have cooperation from Cellnet (use of load profile data, performance data, etc.). • Also, JEA can work with Cellnet, as well as other Cellnet users, • to create new devices which can deliver data from the distribution system, etc. • create new applications (dependent upon the data that Cellnet makes available to JEA) • We may want to consider replacing some or all of the current MV90 phone read meters with Cellnet or another technology which reduces the communication costs and complexities. Current overlap between ItronEE and MDMS needs to be resolved. • We may want to tie the new restoration verification process with the IVR. We want to verify the outage, then call the customer back. We should consider other methods of communicating to the customer such as page/email when the power has been restored. • One huge area of benefits revolves around UFE (Unaccounted for Energy). With MDMS and NMR, we can access consumption at feeder level and identify (and correct) the losses and UFE by circuit.
Future Applications/Interfaces/Process Improvements • Some other things that can be done are related to advanced uses of the Cellnet system: • use more advanced reads of the water meters to find water leaks or other problems • turn on load profile to more meters (we recommend working with Cellnet to create a lower priced/lower performance load profile application where JEA can turn meters on and off of load profile selectively to get lots of data about our system.). • On the transformer load management area: • Using the 2.5 minute interval data from the meters, we can assess transformer loading (overloaded/under loaded) • Ability to look at load vs. nameplate and change some of our construction standards to use smaller size transformers. • As a result, we should be able to reduce transformer outages as well as capital budget • We may also want to look into putting MFMM capable meters on other places in the system to get more data (power quality).
