DESCRIPTION OF PROPOSED REGIONAL SUPPORT OFFICES FOR SPACE TECHNOLOGY TRANSFER (SPECTRA) (1) Section for Identification of Existing Technological Gaps and Obstacles in their Implementation in Low Income Developing Countries Responsibilities: identification of existing space related technological gaps and potential obstacles and benefits in their implementation for developing countries. Identification of developing countries looking for technology transfer to them as a beneficiary side (2)Research Section of Innovative Technologies Developed under Various Funds as FP7, NATO, UN, NASA, WB, SIDA etc. Responsibilities: identification and selection of complete “Ready for Use” technologies developed under various funding sources by scientific and governmental sectors (3)Evaluation Section of Submitted or Identified Complete “Ready for use” Technologies for Potential Transfer among Developing Countries Responsibilities: Development of submission system for governmental and scientific organizations of complete “ready for use” technologies for evaluation by independent experts or affiliates for future transfer to other developing countries. (4) Coordination Section of Technology Transfer and Legal Agreements as a small scale pilot project among Governmental Authorities and High Technology Parks of Developing Countries Responsibilities: Coordination of the communications with the Governmental Authorities of developing countries for the proposal of technology transfer and trainings as a small pilot project (5) Section for Monitoring of Pilot Projects and Trainings for the Transferred Technologies among Countries and Sustainable Continuation of Project Responsibilities: Monitoring of pilot project status for technology transfer and trainings in beneficiary developing countries

POTENTIAL CONSTRAINTS FOR SPECTRA 1. Issues in agreements with the third party organizations as the FP7, WB, NASA etc. for the technology transfer even though the technology is developed by scientific and governmental sectors of developing countries 2. Issues in agreements with the Governmental Authorities of different countries to initialize the SPECTRA 3. SPECTRA can only help with the promotion of technology among countries but should not carry any responsibilities
