Existing Fla. Stat. §538.235. Method of payment A secondary metals recycler shall not enter into any cash transaction in excess of $1,000 in payment for the purchase of regulated metals property. Payment in excess of $1,000 for the purchase of regulated metals property shall be made by check issued to the seller of the metal and payable to the seller.
Proposed City OrdinanceAll New Language Sec. 43.90 –Same--Recyclers; Limitations on Cash Transactions A secondary metals recycler shall not: enter into any cash transaction in excess of $50 in payment for purchase of regulated metals property. enter into more than one cash transaction with the same seller per day.
Payment • in excess of $50 for the purchase of regulated metals property shall be made by check to the seller. • mailed directly to the current street address of the seller. • shall not be mailed to a post office box. • within 3 days of the purchase transaction.

Recommended Action Adopt the proposed ordinance
