European data policy:Data Economy and Data for Policy ESS Big Data Workshop 2016 Ljubljana, 14 October 2016 Marta Nagy-Rothengass Head of Data Policy and Innovation Unit, DG CONNECT, European Commission
Data Economy has many facets • Data has become a resource in various sectors: • Publicly funded data, institutional and private data • Data offers new opportunities: Combination of different types of data (e.g. geo, traffic and tourism; business and open) • Data activities generate externalities, positive (reuse, new business models and services) and negative (privacy, data overflow) • Competitive advantage is to offer the right data to the right people at the right time
The challenges for the EU • Seize the opportunities provided by the data economy: higher growth, more and better jobs, better-quality and more personalised products and services; • Boost Europe's capabilities to embrace the potential of the data economy in all sectors; • Preserve European values (e.g. personal information protection, multilingualism)
Data-driven applications … telecom health home automation lifecycle management water management traffic management information marketplaces market research … will revolutionise decision making! … have great economic potential! energy management
EU actions aim at: • Ensuring a data-friendly policy and regulatory environment (e.g. privacy, IPRs, security, ownership) • Developing a well-functioning European data ecosystem for a Digital Single Market • Supporting competence (skills) • Building of secure and reliable infrastructure • Enhancing data availability and interoperability • Promoting multilingual solutions • Building EU-wide data-community
Deliver on the Free Flow of Data Initiative DSM – Free Flow of Data initiative • Communication on Building a European Data Economy • Legislative proposal to tackle data localisation restrictions
In the meantime: • 4 Communications adopted on 19 April 2016: • Digitising European Industry: reaping the full benefits of a Digital Single Market (Chapeau initiative) • A European Cloud initiative • Priorities for ICT Standardisation • eGovernment Action Plan 2016-2020

Data skills : European Data Science Academy Objectives of EDSA: • Ensure the availability of a sufficient number of skilled data professionals across Europe • Analyse the required sector-specific skill sets for data analysts across main industrial sectors in Europe • Develop data science curricula • Deliver trainings based on these curricula http://edsa-project.eu/
Data-driven capabilities: Transforming statistics into knowledge • Not only for the benefit of the private but also of the public sector • Public datasets are a major support to data-driven approaches for policymaking • administrative (open) data and statistics about populations • economic indicators • education, etc. • Other side of the same coin: privately-held data (e.g.from social media, sensors and mobile phones) are new data sources for policymaking
