AnnualReportingWorking Group Update Lia Webster, Nexant New Orleans M&V Summit May 2003
Working Group formed in June 2002 Goal: Develop a standard format for annual M&V reports Drafted: Annual Report Template TEAM MEMBERS: Ron Araujo, Select Energy Michael Cross, Air Force Mark Halverson, PNNL Satish Kumar, LBNL Lia Webster, Nexant, Inc. Dale Sartor, LBNL Mark Stetz, Nexant Scott Judson, Noresco Venkat Kumar, JCI Annual Reporting Working Group
Current IDIQ Requirements for M&V Reporting (C.4.2) M&V reports • Annual is minimum frequency • Provide evidence that continued ECM performance achieves the guaranteed cost savings • Contents: ECM performance measurements, calculations, & adjustments to baseline
Key issues in M&V reporting: • M&V report should have enough context to make sense alone • Access to background information is critical: • Delivery Order (ECM descriptions, M&V plan, cost schedules), acceptance documentation, commissioning materials, post-installation M&V report, contract modifications • Verification of O&M - per IDIQ section C.6 - C.8, especially C.7.4 • included ESCO verification of government's maintenance and operations procedures
