Charge to the State Health Plan Committee • Make recommendations to the PHC on the priorities and strategies to achieve the Council’s goals related to Healthiest Wisconsin 2010by: • Monitoring, evaluating, and communicating progress toward and away from achieving the state health plan. • Championing the achievement of the state health plan. • Promoting broad-based ownership for achieving the state health plan.
Focus of Today’s Progress Report Provide status report and policy recommendations for one statewide health priority: • Alcohol, substance use and addiction.
Alcohol, Substance Use and Addiction • Consider. . . • Record for alcohol abuse in Wisconsin • Ranks 4th in beer consumption. • Leads nation in female binge drinkers. (24% in Wisconsin vs 16% nationally)
Alcohol, Substance Use and Addiction • Consider. . . • 8% of youth aged 12+ have used an illicit drug in the past month. • 24% of high school students reported their first use of alcohol was before age 13. • Female victims of domestic violence reported that 76% of their assailants had been drinking or using drugs.

Policy Actions To Improve Alcohol, Substance Use and Addiction Policy: • Promote measures for law enforcement to increase restrictions on the distribution and sale of alcohol and substance use. • Partner with the Governor’s state council on alcohol and other drug abuse systems to incorporate public health, mental health, and maternal child health in a coordinated action plan.
Policy Actions To Improve Alcohol, Substance Use and Addiction Funding: • Endorse and support the increase of taxes/surcharges on alcoholic beverages as a means of funding a comprehensive prevention and control program; and alcohol and substance abuse treatment.
Policy Actions To Improve Alcohol, Substance Use and Addiction Workforce: • Recruit and retain behavioral health workers trained in alcohol and other drug abuse treatment and prevention programs.
Policy Actions To Improve Alcohol, Substance Use and Addiction Data: • Endorse measures that will improve data collection on the efficacy of substance abuse programs. • Promote a standard data format/process to collect data from key partners.
Policy Actions To Improve Alcohol, Substance Use and Addiction Prevention: • Support long-term awareness campaigns and quit programs to reduce youth and young adult drinking and drug use. • Promote and support marketing campaigns to the dangers of alcohol and drug use. • Promote and support the increase of school and community based programs to educate students on perceptions of risk and that underage drinking is illegal.
Policy Actions To Improve Alcohol, Substance Use and Addiction Treatment: • Promote and support screening for alcohol and other drug abuse and increasing access to treatment. • Support the development of support groups and facilities to address the health needs of family members of individuals with alcohol and substance use disorders.
