    2. 2 Action Plan background and mission In January 2007, the State Office of AIDS designated local health jurisdictions to create an Action Plan to adequately address the HIV prevention needs of African American MSM The SF Department of Public Health, HIV Prevention Section and HIV Prevention Planning Council convened a group of African American MSM and allies to review data re: HIV/AIDS, STDs, late testing, and substance use, look at resources and service gaps, and make recommendations In March 2008, the group enlisted the support of a consultant to assist in the development of the Action Plan
