  15. FLEX IMPLEMENTATION

  16. FLEX FLEX: three-pronged strategy • Phase 1: installed plant equipment • Phase 2: on-site portable equipment • Phase 3: off-site portable equipment

  17. The Pooled Equipment Inventory Company (PEICo) has joined forces with AREVA NP Inc. to create the SAFER Team to develop and manage a FLEX regional response center program as part of the PEICo’s existing Pooled Inventory Management (PIM) Program for the U.S. nuclear industry.

Timeline for Emergency Response 24 Hour FLEX Equipment • T-0 – Notification • T-2 – Mobilization • T-4 – Transportation to Staging Area • T-20 – Equipment Preparation • T-22 – Transportation to Site • T-24 – First Equipment On-site 72 Hour FLEX Equipment • All plants – FLEX equipment to be delivered by Ground Transportation

  23. Summary • Significant Safety Margin Gains from Completed Actions • Industry capabilities greatly improved • Framework document outlines US industry support for station during event • Support of off-sites will be critical in successful deployment of resources

  24. Industry Response Capability - Next Steps Objectives: • Coordinate inclusion of a national response capability into the Nuclear Radiological Incident Annex • Create a national capability to support the deployment of FLEX equipment • Involve all State emergency management agencies

  25. Industry Priorities Implement FLEX response programs at each site to comply with NRC Order Advocate for a “stand-alone” future regulation that addresses all requirements associated with BDB event response capabilities Ensure that changes do not distract the plants from performing safe day-to-day operations
