Decision Rules • Purpose of Decision Rules: • Calculate annual Management targets for number of releases, pNOB, harvest, etc. based on run forecast • In the long-term, help achieve conservation and harvest goals for each population • Brief overview of Decision Rules for: • LC Fall Chinook • LC Coho (detailed overview in the next presentation) • Steelhead
Lower Cowlitz Fall Chinook • Hatchery program size • 1.5 to 3.5 million depending on NOR run size • Integrated program is always 1.1 million • Segregated program ranges from 400,000 to 2.4 million • If NOR < min value => 400,000 seg releases • If NOR > max value => 2.4 million releases • If NOR between min and max: release number is between 400K and 2.4 million
Lower Cowlitz Fall Chinook • Calculations are based on Key Assumptions and Biological Targets • NOR range (min and max) is the number of NORs needed to meet the pHOS target of 20% given: • Min (or max) number of integrated and segregated releases • Assumptions about SAR, stray rate, and exploitation rate for HORs, terminal NOR harvest rate, pNOB of 20%, etc.
Lower Cowlitz Coho • Hatchery program size • 1.2 to 2.4 million depending on NOR run size • Segregated program ranges from 1.2 to 2.4 million • If NOR < min value => 1.2 releases • If NOR > max value => 2.4 million releases • If NOR between min and max: release number is between 1.2 and 2.4 million • Upper Cowlitz program always releases 978,000 smolts
Lower Cowlitz Coho • Calculations are based on Key Assumptions and Biological Targets • NOR range (min and max) is the number of NORs needed to meet the pHOS target of 5% given: • Min (or max) number of segregated Lower Cowlitz releases plus the baseline (978,000) number of UC releases • Assumptions about SAR, stray rate, and exploitation rate for HORs, terminal NOR harvest rate, pNOB, etc.
Lower Cowlitz Steelhead • Hatchery program size depends on: • NOR run size • Size of segregated summer steelhead program • Total and segregated pHOS • Key Assumptions about SAR, RRS, harvest, stray rate, and weir effectiveness
