PERFORMANCE REVIEWHIGHLIGHTSFOR THE PERIOD 1 APRIL 2002 TO 31 DECEMBER 2002
Performance Review for 2002/03 LRAD implementation • 214 farms yielding 185 609 hectares transferred to 6 769 beneficiaries • 8 139 ha transferred to marginalised beneficiaries
Performance Review for 2002/03 Land Acquired for settlement • 28 projects completed representing 4 961 hectares for 5 492 households • 17 ha were transferred to marginalised beneficiaries
Performance Review for 2002/03 Other redistribution projects (commonages and Act 126 projects including equity, forestry) • 21 farms transferred for 1 096 beneficiaries, translating into 18 879 hectares and 1096 households • 1 970 ha were transferred to marginalised beneficiaries
Performance Review for 2002/03 Settlement of restitution claims: • A total of 6 402 claims were settled • 22 760 households were involved of which 25% were female headed households • 104 902 beneficiaries were involved • 85 575 ha of land were restored

S O 1: Provision of access to land Reaching Redistribution Targets Land Acquired for settlement • 66 projects will be completed representing 7 309 hectares for 15 601 households
S O 1: Provision of access to land Reaching Redistribution Targets Other redistribution projects (commonages and Act 126 projects including equity, forestry) • 46 farms will be transferred for 2 299 beneficiaries including marginalised beneficiaries translating into 52 157 hectares
S O 1: Provision of access to land Reaching Redistribution Targets Land delivered to Labour Tenants and Farmworkers • 15 308 hectares will be transferred as follows: • 13 012 hectares to Labour Tenants • 2 296 hectares to Farmworkers • A total of 2 960 households will benefit Land acquired for Urban Renewal • 3 776 hectares will be transferred to 14 026 households

S O 1:Provision of access to land Reports to be produced: • 18 Land Use Investigation Reports • Approximately 14 Land Use Audit Reports (dependant on requests)
S O 1:Provision of access to land Improved settlement of restitution claims: Validation and verification process • The outstanding 2 553 claims will be validated • 17 738 claimants will be verified Claims to be settled • Urban: 15 702 and Rural : 1 537 resulting in a total of 17 239 claims, • The 17 239 claims will yield 590 400 hectares for 61 277 households
S O 1:Provision of access to land Post Settlement Support • Of the 17 738 settled claims, 150 sustainable projects will be established in the following development areas: • 45 Housing • 76 Agricultural and Settlement • 30 Forestry • 11 Mining • 42 Conservation & Tourism
S O 1:Provision of access to land Restitution policies and systems • Existing policies to be reviewed and new policies finalised ( Gender and HIV/AIDS to be mainstreamed • 70% of implementers will be trained on the new and revised policies
S O 1:Provision of access to land Increase in sustainable land use Policies and Systems to be implemented : • Environmental policy and guidelines for land reform • Departmental Environmental Implementation & Management Plan • Map production in support of land reform • Vacant land analysis
S O 2:Provision of rights in land Increased security of tenure • 18 240 Labour Tenants claims to be verified • 13 027 title deeds representing 9 475 sites to be issued to convert de facto ownership to de jure ownership • With regard to Deeds registration the legislation will be reviewed and amended. Also to be included in the amendments are issues from the Land Use Management Bill and Spatial Information Bill.
S O 2:Provision of rights in land Contribution to Integrated Strategy for Rural Development Programme • Projects to be completed: • 20 anchor projects • 13 non anchor projects for tenure • 32 non anchor projects for redistribution
S O 2:Provision of rights in land Land Tenure Legislation and Systems to be put in place: • Tenure Security Laws consolidated and amendment bill to be drafted • Revised systems and procedures for Labour Tenants Act applications • Strategy and mechanisms for an effective legal assitance system for farmworkers and labour tenants • Refined title adjustment Act ( Act 111 of 1993) • Act 126 Regulations to be promulgated
