MTAC #90 Purpose and Goals Workgroup Purpose Study the feasibility and benefits of including college and university student change of addresses in the National Change of Address database. Workgroup Goal Improve efficiency for schools, mailers, and USPS in the handling and forwarding of UAA student mail.
Introduction to Workgroup #90 Feasibility Study Only • Must be beneficial to BOTH parties • Applicable to on-campus student housing facilities only • Off-campus housing is handled by local post office • May also be usable with military/govt. addresses This is NOT about forwarding of student mail
History Issues • Student housing mail treated as “temporary” addresses • Not included in National Change of Address database • Campus forwards student mail • Bypasses CFS • UAA/fowardable mail is perpetuated
Costs of “old” student mail Forwarding of Student Mail is Inefficientfor the School, the USPS, AND the Mailer • Mail sorted/new address applied by school and then given to USPS for processing • “Old addressed” mail keeps on coming • Non-forwardable mail is discarded
Potential Benefits Including Student COA in NCOA Database can: • Save The Mailer … by providing updated student addresses prior to mailing • Save the USPS … by improved processing, decreasing the amount of forwardable mail, and collecting postage due where necessary
Potential Benefits Including Student COA in NCOA Database can: • Save the School … by reducing processing costs through decreased forwardable mail • Save the Student … by getting their mail to them in a more timely fashion
Current Efforts Work Group Status • First meeting conducted at Postal Forum (Sep 21, 2004) • Advised college and university attendees of workgroup purpose and goals • Requested collection of data
Current Efforts Industry Impact • NACUMS schools responded • 150 - 250 million pieces of UAA student mail annually • 10% at 37¢ saves $5.5 million annually • Investigating USPS cost savings

Future Efforts Change of address information MUST BEa standardized, ZIP+4 codeable address • Encourages administrations to standardize their campus addresses • Improves overall quality of college & university addresses (WG #88) • Trains students to use quality addressing with ripple effects outside COA (e.g., military, govt., etc.)
Future Efforts Pursuing implementation of web-enabled capture of address changes by school officials • Keep costs down for both USPS and institutions • Builds mailer confidence in information submitted
Future Efforts Next Steps • Identify privacy issues • Evaluate impacts within schools with unique ZIP Codes • Continue survey of schools to establish issues and potential value
