  1. Improvised Nuclear Device (IND) Planning Tool Introduction Monday April 7th, 2014 Dwayne Myal, FEMA Adam Bernier, Gryphon Scientific 1

  2. A Few Thoughts on IND… • No one truly knows how an IND incident response will unfold • Nuc/RadEmergencies have unique variables • IND vs RDD vs Nuclear Power Plant • Common themes for response • The different social-behavioral components make planning difficult • Sharing of information and lessons learned will be critical • Knowledge of available tools/ resources (at all levels) is essential

  3. What is the IND Planning Tool? This Tool is a relatively comprehensive IND planning application • Places relevant IND planning resources and assets into context with one another during the first 72 hours of a response (i.e., nuclear & radiological effects, response and recovery priorities, Federal resources, and characterization products) • Better equips planners to translate technical information into practical response strategies • Facilitates questions planners may not know to ask

  4. What the Planning Tool is Not • It is not the ‘end all, be all’. Rather it provides as much information as possible to contextualize and to save time. • It is not truly operational in its current form • It does not act as an authoritative source on its own, rather it points the user to authoritative sources/ guidance, policy, etc • It does not guarantee deployment times for assets, rather best estimates based on information from the resources themselves • It currently does not cover all CBRN incidents; only IND

  5. Why the IND Planning Tool? • Allows a single person, who may not be an IND SME, to betterunderstand the context of the whole incident • Provides visual connections between the effects of an IND detonation and operational constraints, available products, tools, and resources • Coalesces technical information, visual resources, and collects reference documents into a single interface

  6. Integrating Planning Elements Nuclear & Radiological Effects Concept of Operations Critical Tasks and Responsibilities Resource, Personnel, and Sourcing Requirements

  7. Who Should Use the Tool? Planners • Federal, Regional, State, Local, Tribal and Territorial Responders • To become familiarized with unique challenges of IND incidents

  8. The Tool’s Evolution • DOE/NNSA and FEMA generated the idea with the intent of assisting responders at all levels with their response to an IND detonation • FEMA assumed more active role in tool development in 2013 • Continuous collaboration with stakeholder agencies (including DOE/ NNSA) • Stakeholder/ user feedback and key references actively sought • Revisions to current version commenced in January 2014

  9. How the Software Platform Works Reaction Any Action Incident Long Term Plans Lessons Learned

  10. Creating an Integrated Relationship • Home Page: The central index for the Tool • Strategic Page: High-level, limited information thoughts • Tactical Page: Low-level, detailed information thoughts

  11. IND Response Planning • Effects Timeline: What is happening now? • Planning Timeline: What should I consider? • Operations Timeline: What information will be provided? • Logistics Timeline: Who is available to assist?

  12. Planning Library

  13. CBRNE Office Nuc/Rad Response Compendium • Document Objective: Providean overall understanding of a nuclear and radiological incident response; covering local, State, Federal, and CBRNE Office responsibilities • Includes 3 Playbooks (IND, RDD, & NPP), • Response Resources, SOPs, & Annexes • This response Compendium is • complementary to the IND Planning Tool • and is folded in as an attachment • Living document, not prescriptive, based on • existing guidance, & stakeholder feedback

  14. 72-Hour Incident Response Playbooks • Federal Response Summary • Activation and Response Coordination • Communications • Response Measures • Incident Characterization • Public Health Measures • FEMA CBRNE Office Response Summary • Operational Period and Personnel • Mission Essential Tasks

  15. Important Contacts • Key Federal agency contacts • State EOC Contacts and Locations • Asset and Resource Contacts (Planning Purposes Only)

  16. Putting Everything in Context

  17. A One-Stop Information Resource

  18. IND Planning Tool: Key Features Facilitatesquestions planners may not know to ask Illustrates integrated relationships among stakeholders Provides a one-stop information resource

  19. Where the Tool is Hosted

  20. Tool Demonstration

  21. Potential Future Developments • An operational version, perhaps with • A Mobile App • Integration into WebEOC? • Development of a similar tools for planning for and responding to a Radiological Dispersal Devise (RDD), Biological, or Chemical Incidents

  22. Accessing the IND Planning Tool • Access is granted through the FEMA CBRNE Regional Coordinators website: http://www.cbrne-rc.org/user/register • Anyone with a .gov email address will be approved automatically. • All other requests will be reviewed before approval. • All required to complete necessary fields The website and Planning Tool are FOUO

  23. Tool Questionnaire • Please fill out the questionnaire and help us improve the tool. • Have more comments? Email me: Adam Bernier at abernier@gryphonscientific.com
