Pipeline Safety Reauthorization • Reauthorization expected in 2010 • Pending Regulations • Low Stress • One Rule • DIMP • CRM • ANPRM Damage Prevention • Standards Incorporated by Reference (IBF) • Regulatory Agenda will be driven by: • 12 open PIPES Act mandates • 14 open NTSB Recommendations (requested closure on 2) • 2 GAO Recommendations • 3 OIG Recommendations

DIMP • 2006 PIPES Act: • Mandate 9 Integrity management standard for distribution pipelines & excess flow valve (EFV) installation • NTSB Open Recommendations: • P-98-02 Plastic pipe susceptible to cracking • P-01-02 Excess flow valve installation • OIG SC2004064 Recommendation A 03: • DIMP regulation requirement • OIG AV2006003 Recommendation A 05: • NTSB P-01-02 EFV installation requirement

  6. State Partners • States need to be engaged • DIMP – States will play a pivotal role • PHMSA is working to increase funding • State funds should remain constant not to be displaced with reimbursable federal funds • PHMSA is working to change funding streams to advance fund a portion

  7. Safe pipelines are needed to transport US energy Pipeline safety is a joint responsibility New regulations will be published to improve pipeline safety OPS will be engaged and will support our state partners Moving Forward
