Background and Rationale • Road traffic injury 6th leading cause of burden of disease in China(2001) • Official data showed nearly 100,000 die in road accidents annually.
Background and Rationale • The trends: • Urban population in China has been increased rapidly from 17.9% to 45.7% in the past 30 years • China's auto sales to hit 11 million in 2009 • Declining pedestrian and cyclist mobility
Background and Rationale • Seat belt use reduces risk of death by up to 60%, and serious injury to head, chest and extremities by 50%-80% • Despite the national legislation and effectiveness of seatbelt, reported seatbelt use in China were low.
Aims • To implement an intervention targeting seat belt restraint use • To increase seat belt restraint use by 20% • To estimate the cost effectiveness of the intervention

Focus group study • Participants: taxi drivers, professional drivers, police officers • To identify the attitudes and behaviours related to seat belt use among drivers and passengers and to ascertain the barriers to enforcement.
