Constraints • Poor farm mechanization and non-availability of improved implements for small farms. • Poor procurement / storage facility / post harvest management / market support. • Inadequate irrigation facility and less use of available ground water. • Low credit flow • Frequent drought and floods • Size of land holding is very less and fragmented land • Non - availability of quality seeds of improved varieties of rice within 10 years old particularly for Boro season • Stress tolerant varieties of rice and blast tolerant varieties of wheat and quality seeds of improved varieties.

Targeting Rice Fallow Area (TRFA): • To cover additional 4.5 million ha under pulses and oilseeds in rice fallow areas of six eastern states by 2020. • During 2017-18 , 1.5 million ha has been targeted . So far an area of 10.00 lakh ha has been reported by states. Targeting Wheat Blast areas of West Bengal: • To cover 1.90 lakh ha wheat area by oilseed crops in 5 districts of WB.
