What is C3E • Collaborative Coalition Collection Environment (C3E) a language independent intelligence data collection interface usable by US and Coalition forces with initial fielding supporting the OPCON transformation on the Korean peninsula. • The C3E Software will be developed to fuse time, space and purpose using a geospatial interface combined with translated drop down menu interfaces to create an absolute requirement based on straight forward language and visual interfaces. • C3E will reduce data collection errors by guiding the user to choose a variety of options using "conditional" or "cascading" drop-down menus, where the sequential drop-down menus are dependent upon the selections in the previous drop-down menus. C3E allows coalition members to describe operational problems in their native language using common military terms, symbols and graphics – Think Turbo Tax and Google Earth Provides a venue to receive, validate and assess requirements including – Potential, Probability and Priority USFK Commander has issued an Operational Needs Statement (ONS) to fill a critical gap in the intelligence collection process due to the lack of a language independent requirements tool. C3E will be a repeatable process within any US-Coalition environment It will make the collection management process accessible to all war fighters – at Sea, in the Air, or on the Ground Program will transition to JDISS* with funding transition support from USFK Joint Deployable Intelligence Support System* C3E Project Overview

Integrated Assessment Plan: Tech Demos: Scheduled FY 11 4th Qtr and FY12 2nd Qtr Types of users involved in assessments: USFK will conduct assessments and tests during theater CPXs Exercises Venues: Ulchi Focus Guardian (UFG) FY11, and Key Resolve (KR) FY12 Demonstration events linked to spirals: Demonstrations will be linked to spirals along all points of development OUA: Linked to UFG FY12 as an operational capability Demonstration Plan Feb 23, 2010

Joint Capability Needs: C3E bridges the gap between languages and allows an analyst/operators a simple way to submit requirements and drive collection Funding: Committed: USFK ,Republic of Korea, JDISS TBD: OSD, NAVY, DIA, CWP, ARMY Technical Maturity: All technology is at level 7 or greater with enhancements through FY11/12 Operational Feasibility: Simple interface requires only minimal user training and knowledge Transition Strategy: Program will transition to JDISS with funding initial support from USFK Logistics, Residuals, Training: USFK will support fielding by training JDISS personnel – train the trainer JDISS provides O&M, Tech.
