  1. What are the strengths, weaknesses and opportunities of MariFish? An ERA-NET supported by the 6th Framework Programme

Strengths • brings together ongoing projects and builds upon previous work; • identifies research gaps; • brings the EC closer to the scientists; • partners are budget holders and so are able to deliver real results; • provides access to the infrastructure and technologies of other countries; • builds relationships and communications; • meetings are focused on specific areas; • is “small and nimble”; • is well aligned to the Marine strategy Framework agreement; • provides opportunity for scientists, funders and policy makers to get around the table; • provides access to funds for scientists to carry out smaller projects than normally commissioned by the EC; • acts as a catalyst for long term agreements despite the MariFish contract being finite.

Weaknesses • collaboration takes a long time; • it is difficult for those outside of MariFish to understand the main purpose and structure; • some experts are excluded as their time is not paid for; • there is a lack of consistency between partner institutions, it should only be research funders; • the focus on fisheries may benefit from experts from other disciplines to encourage the ecosystem approach; • the priorities of all countries may not be the same; • there is some overlap with other forums; • not all countries are involved;

Opportunities • the ability to facilitate data exchange between researchers in different countries, possibly through contractual obligation; • the ability to provide resources for scientists to communicate their work and knowledge; • the possibility to involve the RACs; • the possibility to involve other regions e.g. The Black Sea; • the possibility to encourage researchers to collaborate from the start of a project.

  5. Threats • financial limitations as national budgets are cut and EC funding comes to an end; • needs to find a niche or funds in order to survive; • risk of becoming a “closed club” if the MariFish processes or structure become too complicated or if funds aren’t available to communicate with a broad audience; • what happens when the contract and funding cease?
