Cardinal Principle, Objectives and Motto of NSS • To develop a sense of involvement in the task of National development organized by the students themselves. • Development of personality of students through community service. • Motto – NOT ME BUT YOU • Symbol – Wheel of Konark Sun Temple
Aims of NSS Programmes and Activities • Making education more relevant to present situation • Providing opportunities to the students to play their role in planning and executing development projects • Encouraging students and non-students to work together • Developing the quality of leadership • Emphasizing dignity of labour and self-help • Participation of youth in national development
Administrative Structure of NSS • Nodal Ministry At Centre: Ministry of Youth Affairs & Sports • Nodal Ministry at State Youth & Sports or Education GOI State Govt. NSS PROGRAMMES REGULAR ACTIVITIES • Day Camp, Activities in adopted village, college, urban-slums, community place. • To be organized during weekends, holidays, important days. • Duration – 120 hours per year (20 hours for orientation, 30 hours for campus work and 70 hours for community service).
SPECIAL CAMPING PROGRAMME • 7 days residential camps in adopted village. • Should be organized on various national developmental issues. • Activities on awareness programme, creation of durable assets through Shramdan (donation of labour), production oriented programme, relief and rehabilitation, education and recreations etc. to be undertaken.
PLANNING AND PREPARATION OF SPECIAL CAMPING • Selection of adopted village within 8 km radius. • Meeting with villagers to chalk out priorities and place to stay. • Selection of 50% of total volunteers, non-student youth etc.. • Inter-departmental coordination. • Selection of date and information to NSS Regional Centre, SLO Cell, Programme Coordinator and Local authority at least 15 days before.
CONTINUED • For constructing of any durable assets – Materials and technical advice may be ensured in advance. • Community people must be involved. • Suitable schedule for camp to be prepared (Five hours manual work two hours discussion and two hours Cultural Programme). • Home stay may be encouraged. • Joint camps to be avoided. • State Level camps may be undertaken to undertake a big project. • Publicity
FINANCIAL PATTERN • Rs.250.00per volunteer for Regular activities • Rs.25.00 per volunteer deducted for establishment of Programme Coordinator cell. • Rs.400.00 per month towards Honorarium for Programme Officer. • Rs. 450.00 per volunteer for 07 days for Special Camping. The total amount Rs. 22,500 meant for boarding and lodging.
MAINTENANCE OF ACCOUNTS • Separate Cash Book for Regular and Special Camping Programme. • Separate activity register for Regular and Special Camping Programme indicating date, time period, No. of volunteers, type of programme and place. • Separate joint account with Principal and Programme Officer to be maintained. • Accounts should be open for inspection to NSS Regional Centre, SLO Cell and Audit.
ADVISORY COMMITTEE MEETING • State Level (2 advisory committee meetings in a year) • University Level (2 meetings in a year) • College/+2 School Level (2 meetings in a year)
COLLABORATION WITH DIFFERENT AGENCIES • Nehru Yuva Kendra Sangathan. • NGOs. • UN Bodies (UNICEF, UNODC, UNFPA) • Department of Forests , Horticulture, Health & F.W., Disaster Management Cell, Rural Development, Animal Husbandry, SACS,NRHM, PHED, Sericulture, Women and Child Development, Women Commission, Non-conventional energy etc..
PLANNING AT INSTITUTIONAL LEVEL • Enrolment of Volunteers and Division of unit into groups with some specific projects. • Formation of Meeting and Advisory Committee. • Preparation and approval of Calendar of activities. • Orientation of volunteers. • Preparation of Monthly/Quarterly report. • Joint camp is not permissible untill and unless it is an urgency and agreed by the Advisory Committee.

SETTLEMENT OF ACCOUNTS GOVERNMENT OF JHARKHAND HAS NOT SUBMITTED THE UTILISATION TO THE GOVERNMENT OF INDIA SINCE 2001-02 FOR THE GRANT RECEIVED UPTO 2011-12 AMOUNTING RS. 1,76,58,223=00 GOVERNMENT OF JHARKHAND HAS ALREADY RELEASED THE STATE SHARE TO THE TUNE OF 1,66,12,000=00 UPTO 2007-08 AND ALREADY SANCTIONED RS. 42,50,000=00 FOR 2011-12.
