Global Fund -- Founding Principles • The Global Fund is a financingmechanism, not an implementing mechanism for country-ledefforts to combat HIV/AIDS, tuberculosis, and malaria. • Public-private partnership • Can be accessed by all affected countries • The Global Fund evaluates proposals through independent review processes based on technical merit. • Scale – aims to expand successful interventions

The Board: Issues call for proposals Global Fund Proposals – The Process CCM: Coordinates proposal development and submission Secretariat: Screens for eligibility Technical Review Panel: Reviews and recommends for funding The Board: Approves funding for the first two years Principal Recipient: Signs grant, sets targets, implements
Global Fund grants cover a 5-year period 2 Phases: Phase I – two years, Phase II – next 3 years Before end of Phase I – PR must submit a Request for Continued (Phase II) Funding Phase II request reviewed by LFA, CCM, Secretariat Secretariat recommendation on Phase II funding goes to Board for approval Global Fund Grant – Lifespan
Performance-Based Funding • Grant recipients report regularly on results& expenditures (quarterly or semi-annually) • Local Fund Agents (LFAs) verify reported results & expenditures • Performance evaluated and rated at every progress update • Performance influences disbursement & future funding decisions • Conditions Precedent (CPs) to disbursement • Corrective actions for poor performance – Time Bound Actions (TBA) or Suspensions

USG-funded Technical Assistance (TA) • Congress authorized Global AIDS Coordinator to withhold up to 5% of Global Fund appropriations for Global Fund TA • TA for Grant signature and implementation issues (not proposal development) • TA for disease-specific technical assistance and for management issues • Short-term (bottleneck removal) • Demand-driven (CCMs, PRs, and sub-recipients)

Grant Management Solutions (GMS) • USAID Contract with MSH (managed from OGAC) • Urgent, short-term technical support to CCMs & grants to unblock bottlenecks & systemic problems hindering performance, assist CCMs & PRs to meet GF conditions precedent & deadlines • Build capacity of CSOs to participate • Focus on 4 areas of TA: • CCM governance and leadership • PR program and financial management • Procurement and Supply Management (PSM) • Monitoring and evaluation (M&E)
