Assembly Bill 705 Purpose of the Bill: • Increase the numbers of students who enter and complete transfer-level English and mathematics/quantitative reasoning in one year • Minimize the disproportionate impact on students created through inaccurate placement processes • Increase the number of ESL students completing transfer-level English within three years

Assessment and Placement The law prohibits colleges from placing students into pre-transfer courses in English or mathematics/quantitative reasoning UNLESS: • Students are highly unlikely to succeed in the transfer-level course • Enrollment in the pre-transfer course will improve students’ likelihood of success in completing the transfer-level course AND

Assessment and placement • Colleges can use the “default placement rules” based on the MMAP research and analysis of statewide data (no separate validation process required) • Colleges can develop their own placement schema (as long as it complies with AB 705) but need to then examine their own data for validation • Colleges have a 2 year window to gather evidence about their local design and placement efforts and will be required to report rationale and data

  10. ASSESSMENT AND PLACEMENT Students should not be placed or directed in any way such that their completion of the transfer-level gateway course would be less likely than it would have been with direct placement in the course.

  11. Placement tests Moving forward with AB 705, no placement test has been approved by the Board of Governors.

Main Take-aways • Intent and structure of the law will require a shift in placement reform, curricular design, support structures, and institutional mindset to accomplish • Colleges are encouraged to innovate within the framework provided • Institutional integration and the Guided Pathways framework should be central to design • Robust evaluation at the local and systemic level must drive decision-making
