Monitoring WG • According to the Baltic Energy Market Interconnection Plan there should be common Baltic electricity market monitoring and surveillance rules till 2011-2013. • In 9th Baltic Electricity Market Mini-Forum on 16th September 2009 it was proposed to create the Monitoring WG, in order to prepare the Common Baltic electricity market monitoring and surveillance rules/principles. • Yesterdaywas held the 1st Monitoring WG meeting. • The participants in the Monitoring WG are Baltic regulators and TSO-s.
Basic documents • Baltic Energy Market Interconnection Plan (responsibilities and target deadline) • Directive 2009/72/EC of the European Parliament and of the Concil of 13 July 2009 concerning common rules for the internal market in electricity • Regulation (EC) No 715/2009 of the European Parliament and of the Concil of 13 July 2009 on conditions for access to the network for cross-border exchanges in electicity • Energy sector legislation of Baltic States including Grid Codes
Conclusion of 1st WG meeting • The summery table on present situation regarding the market monitoring and legal framework of the different Baltic countries was drafted. It appears that: • There are differences in fulfilling the monitoring obligations set by the Directive and Regulation • For implementing the 3rd package extensive changes were made in Estonian legislation in January 2010. • The main laws of electricity is amended in Latvia and Lithuania for implementation of 3rd package. • In Latvia there are no final decision whether the TSO or ISO model will be used. Estonia and Lithuania have decided to use the TSO model. • Estonia and Latvia do not have specific market monitoring rules. Lithuania has started the work to establish the rules of market monitoring.
It was agreed: • The Lithuanian regulator will send the material of the developed draft Lithuanian market monitoring rules to Estonian regulator. • Based on Lithuanian monitoring rules and summary table of current situation and legislation made in 1st WG meeting a primary principles/ concept of common market monitoring rules for Baltic will be done by the Estonian regulator and sent to other participants for additions and corrections. • The next Monitoring WG meeting will be held together with next Baltic Electricity Market Mini-Forum.
