  2. Major Negotiations and Review Processes Currently Underway • 1. Hydro Remand/Biop • Action Agencies fund hatchery programs • Committed to assure funded programs will not be impediment to recovery. • Expected to provide new funding. • Tribal and state negotiations. • Action agencies may want some future role in hatchery consultations. • Lays out a schedule for ESA hatchery consultations.

US v Oregon Negotiations • Some hatchery programs expected to change • Specifies hatchery production commitments • Future ESA hatchery consultations • 3. Hatchery Scientific Review Group • Snake Basin Review – June and July • Preliminary recommendations early fall • Final report out end of year

  4. Major Negotiations and Review Processes Currently Underway • 4. USFWS Hatchery Review • Snake Basin Schedule • Completed by late 2009 – early 2010 • 5. ESA Hatchery Consultations • Scheduled to use HSRG and USFWS review results • Snake Basin to start early 2010 • Discussions in US v Oregon may affect this schedule • Brett Farman starting March 31 • Snake Basin hatchery and harvest lead • Initially stationed in Boise • Expected to move to Portland

NOAA’s Proposed Consultation Schedule • Current Schedule Draft Hydro Biop • HSRG Review completed December 2008 • Upper Columbia Basin - January 2009 • Middle Columbia – July 2009 • Snake Basin – January 2010 • Set to take advantage of USFWS Review • Negotiations taking place which may change this schedule.

  6. Future Biops What Will We Be Looking For? • 1. Use of TRT Guidance • 2. Use of Recovery Goals • 3. Hatchery Actions – Noaa will be considering HSRG and USFWS review recommendations. • USvOR – some programs expected to change • 4. Abundance based adult management • Hatchery Programs • Proposed Harvest • 5. General analysis factors -11 categories

  7. Snake Basin Spring Chinook • 1. Implement Abundance based management – hatchery and harvest actions linked. • 2. Focus on broodstock quality and composition of adults on spawning grounds. • Harvest as one tool • 3. NE Oregon - higher Hatchery influence • Need to reduce hatchery “footprint” in these populations at higher escapements

  8. Snake Basin Steelhead • 1. Many more challenges • 2. Constrain non DPS programs to limited areas • acclimation and adult collection • Assure segregation • Monitoring to confirm isolation • Change stocks reared • Release locations • 3. Non-DPS programs intermixed with natural populations may need to change if not well segregated • 4. Ecological Considerations
