  2. CONTEXT • Canadian question (June 2003) (diversification of post-secondary institutions…) • OECD questionnaire (September 2003) • 23 Member countries (out of 30) have replied

  3. OBJECTIVES Assess whether the differences in classification of universities between countries reflect actual differences in the economic situation of universities or simply differences in interpretation of SNA rules

  4. GLOBAL IMAGE Three categories: 1/ Half of OECD countries classify universities in the government sector (S.13), of which 9 assign 100% of them 2/ four countries classify a large majority of universities in the NPISH (S.15) 3/ three countries classify 50% (or more) of universities in NF corporations (S.11)

  5. Preliminary question • Universities as institutional units: they must have autonomy of decision in their main activity, and the ability to produce a full set of accounts • Training units strongly dependant of other units are classified with these units • Question 1: Do you agree?

  6. Criterion of control • Control is the criterion to classify under NPISH • Question 2: which elements do you put forward to define control (in the case of universities): • Designation of managers? • Control of programs? • Report to a public supervisory body?…

  7. Control and Financing? • Question 3: can control be a unique criterion, or should it be associated with financing? (especially when teachers are remunerated by government)

  8. Criterion of financing • Criterion used to depart market and non-market units • Question 4: do you agree that « financing » is equivalent to « charging economically significant prices » • Question 5: do you support the reference to ESA95 50% rule? • Question 6: should we include indirect financing (support to students)?

  9. Classification in NF corporations • Question 7: Do you agree that, to be classified in S.11, universities should: 1/ charge economically significant prices AND 2/ make profit and be in a position to distribute profit

  10. 7 QUESTIONS • 1: do you agree that only full institutional units can be classified independently? • 2: which elements determine control? • 3: can control be a unique criterion? • 4: is « financing » equivalent to « charge economically significant prices »? • 5: do you support the use of the ESA 50% rule? • 6: to what extent indirect financing should be used? • 7: necessary conditions for classifying under S.11?
