MDGs • The MDGs are based on the commitments made by UN Member States in the Millennium Declaration in 2000 • An Inter-agency and Expert Group (IAEG) was created to translate these commitments into operational targets and measurable indicators • The resulting MDG framework includes 8 Goals, 21 targets and 60 indicators Side Event of the 3rd Session of the Conference of States Parties to the CRPD “Implementation of the CRPD: disability-inclusive monitoring and evaluation of the MDGs and other Internationally Agreed Development Goals”
Agencies send data to UNSD Countries send data to agencies Global monitoring • UNSD, in collaboration with the IAEG on MDG indicators*, is responsible for the global and regional monitoring UNSD maintains the MDG Indicators database and assesses trends based on regional and global figures * The IAEG is now composed of over 25 international agencies, UN Regional Commissions and national statistical offices The international agencies compile data for countries worldwide and produce regional and global aggregates Countries produce data Side Event of the 3rd Session of the Conference of States Parties to the CRPD “Implementation of the CRPD: disability-inclusive monitoring and evaluation of the MDGs and other Internationally Agreed Development Goals”

MDGs & Special population groups • Persons with disabilities are often denied their rights to education, a decent employment, proper health care and accessible sanitation facilities • To achieve the MDGs, it is essential to involve the less advantaged groups, like refugees and persons with disabilities • Refugees were mentioned in the Millennium Declaration • Persons with disabilities were NOT included in the Millennium Declaration Side Event of the 3rd Session of the Conference of States Parties to the CRPD “Implementation of the CRPD: disability-inclusive monitoring and evaluation of the MDGs and other Internationally Agreed Development Goals”
Mainstreaming disability into MDGs • Resolution on Realizing the Millennium Development Goals for Persons with Disabilities - adopted by the Third Committee of the General Assembly in November 2009 • Expresses concern on the lack of data and information on disability and the situation of persons with disabilities • Calls on Governments to build a knowledge base of data and information about the situation of persons with disabilities • Encourages Member States to make use of statistics to integrate a disability perspective in reviewing their progress towards realizing the Millennium Development Goals for all Side Event of the 3rd Session of the Conference of States Parties to the CRPD “Implementation of the CRPD: disability-inclusive monitoring and evaluation of the MDGs and other Internationally Agreed Development Goals”
Mainstreaming disability into MDGs • Challenges: • Short time: we are already in 2010 – MDGs to be achieved by 2015! • Lack of good quality data: • Sound methodology to collect data yet to be developed, though positive steps have already been taken by WHO and the Washington Group on Disability Statistics • Lack of data for most MDG areas - although an increasing number of countries are collecting data in their censuses and surveys on education and employment of persons with disabilities • Lack of comparable data across countries: different methodologies are leading to non-comparable results Side Event of the 3rd Session of the Conference of States Parties to the CRPD “Implementation of the CRPD: disability-inclusive monitoring and evaluation of the MDGs and other Internationally Agreed Development Goals”
Mainstream disability into MDGs: past and current DESA/UNSD activities • Inclusion of disability in the MDG reports • MDG 2009 • Under Goal 2 (education), recognition that children with disabilities have unequal opportunities • MDG 2010 • Under Goal 2 (education), illustrative data from a few countries • Contact with colleagues at WHO, UIS and national statistical offices to identify suitable data • World Health Surveys • National data sources (censuses and surveys) using the Washington Group questions • Creation of a Task Team on MDGs and persons with disabilities within the Inter-agency and Expert Group on MDG indicators Side Event of the 3rd Session of the Conference of States Parties to the CRPD “Implementation of the CRPD: disability-inclusive monitoring and evaluation of the MDGs and other Internationally Agreed Development Goals”
Mainstream disability into MDGs: next steps • Task Team on MDGs and persons with disabilities within the Inter-agency and Expert Group on MDG indicators • Current members: ESCAP, ESCWA, UIS and UNSD • 1st meeting planned for the Fall 2010 • The Task Team will be in charge of identifying suitable information for the 2011 MDG outputs • Evaluating the suitability of existing data sources • Five countries with data obtained using the Washington Group questions, showing disparities in participation in education; more data sets expected in 2010-2011 as countries participate in the 2010 census round • The World Health Surveys have data on 69 countries, also indicating disparities in participation in education • Exploring alternative data sources Side Event of the 3rd Session of the Conference of States Parties to the CRPD “Implementation of the CRPD: disability-inclusive monitoring and evaluation of the MDGs and other Internationally Agreed Development Goals”
