Warwick Conference on Sub-Saharan Africa(15 January 2010) Glyn Davies, Director of International Affairs, ESRC
How ESRC generally spends its funds • Responsive Mode – Grants, Large Grants and Fellowships - £50.1M • Centres, Programmes and Ventures - £55.5M (including significant collaborative funding) • Resources and Facilities - £23.7M • Training and Development - £56.4M • Knowledge Transfer and Impact - £4.0M • International - £2.9M
ESRC Strategic Plan Strategic challenges (with significant overlap with RCUK) • Global Economic Performance, Policy and Management • Health and Wellbeing • Understanding Individual Behaviour • New Technology, Innovation and Skills • Environment, Sustainability and Resilience • Security, Conflict and Justice • Social Diversity and Population Dynamics
Key Criteria for ESRC Research • Excellent Research with High Impact • Scientific Excellence with Methodological Rigour • Clearly formulated and in contemporary scientific context • Contribution to new knowledge, theory and methodology • Innovative – novel and divergent approaches with high potential • Interdisciplinarity – many (though not all) issues and problems need a perspective from more than one discipline • Impact – applications must provide plans for maximising potential scientific, economic and societal impact
Programmes and Schemes relevant to Africa • The ESRC-DfID programme on international development and alleviating poverty • The Hewlett Programme on Reproductive Health and Population • Relevant ESRC Centres • The Rising Powers programme • The Global Uncertainties Programme • Ecosystems Services and Poverty Alleviation (ESPA) • The Data Pathfinder Series • The ISSC CO-DATE Proposal • ESRC Overseas Co-Investigator Scheme
The ESRC-DfID programme • £13.5 million spent in first phase; 46 projects of which 24 involved projects related to Africa • Second phase of this programme has £23 million allocated, with three calls in 2009, 2010 and 2011 • Projects will be from £100,000 to £500,000 FEC and approximately 20 projects are anticipated from each call • Calls will have thematic strategic highlights: in 2009 these were • Cities and Development • Security, Conflict and Development • Implications of Financial Crisis for Development • Highlights for second and third calls will almost certainly be different
The Hewlett Programme • A joint programme with ESRC which funded four projects all focussed on Sub-Saharan Africa • Was the pilot for similar schemes between Hewlett and other national funding agencies in Europe • The Population-Poverty (Pop-Pov) network brings these various bilateral teams together annually (this year’s conference currently in Cape Town) • Some funds remain and discussions about whether these can be augmented for a new (albeit smaller) call
Relevant ESRC Centres • Centres (and Large Grants) provide an opportunity for support • Current relevant centres include: • Centre for Competitive Advantage in the Global Economy • Centre for Climate Change, Economics and Policy • Centre for Social, Technological and Environmental Pathways to Sustainability • Centre on Migration, Policy and Society • Centre for Understanding Population Change
The Rising Powers programme • A £4 million programme to research the emergence and re-emergence of new economic and political powers on the global stage • Examining both the “Rising Powers” and their impact on the rest of the world • Key issues: • Causes, sustainability and competitiveness • Global and regional governance and the balance of power • Well-being and equity • £0.7 million allocated on Networks and Visiting Fellowships in 2009 • Further call for Projects and Post-Doctoral Fellowships in 2010
The Global Uncertainties Programme • Cross-RCUK programme involving all seven Councils • Areas of interest include ideas and beliefs; politicisation; conflict in contested states; migration (including forced migration) • Funding has been available through ESRC/AHRC Fellowships on ideas and Beliefs (14) • Other funding being developed on cross-Council multi-disciplinary basis • Relevant applications can be submitted through all Councils responsive modes including ESRC Standard and Large Grants • www.globaluncertainties.org.uk
Ecosystems Services and Poverty Alleviation (ESPA) • Joint Initiative between ESRC, DfID and NERC • Seven Year Inter-disciplinary research programme with a total budget of £40.5 million • Research on eco-system services and their links to sustainable poverty alleviation • Sub-Saharan Africa is one of the four regional focusses of the initiative (along with China, South Asia and the Amazon-Andes) • First call closes on 3 March 2010 • Will include Programme Framework Grants; Partnership and Project Development Grants; and research Consortium Grants • http://www.esrcsocietytoday.ac.uk/ESRCInfoCentre/opportunities/jointfunding/ESPA.aspx
The Data Pathfinder Series • Developing data sources in four countries including South Africa • Objectives are to • build or strengthen research networks, joining social scientists in these countries with UK counterparts; • help build capacity in quantitative methods in the social sciences within these countries; and • familiarise UK social scientists with a range of data resources not widely recognised as available for research in these countries. • £500k available to commission studies in South Africa - up to 70% of the project costs can go to the overseas partners. • Calls for proposals on South Africa to go out in Spring 2010 • Themes will include Economic Restructuring, Higher Education and Social Equality (not exclusive – proposals in other areas welcome)
The ISSC CO-DATE Proposal • Still a proposal under development which will be considered by ESRC and other funding and development agencies in 2010 • Objective to help build social science capacity in the “Developing and Transitional Economies” • Will identify up to 20 Post-Doctoral Fellows and a similar number of Doctoral scholars • Provide workshops, developmental materials, and mentoring support for collaborative research to help develop more scholars outside the leading research countries to carry out internally leading research in their own areas
ESRC Overseas Co-Investigator Scheme • ESRC has been piloting this for all RCUK Councils over the past year • A total of 84 applications with OCIs have been processed with 23 successful (27% - above the going rate for successful applications • However only 6 from Africa and only 1 funded • Can fund up to 30% of the grant to go the Co-I overseas for research, administrative and related support, including salary contributions or top-up where needed. Covering 100% of direct costs • Based upon genuine intellectual equality in collaboration • More information at http://www.esrcsocietytoday.ac.uk/ESRCInfoCentre/opportunities/international/inc_of_Coinvest.aspx#0
