Third Meeting WCG, February 2004 • Initial objectives of the WCG • To guide the development of a small set(s) of general disability measures • To recommend one or more extended sets of survey items to measure disability • To address the methodologcal issues associated with the measurement of disability
Third Meeting WCG, February 2004 • Areas of agreement at the 1st meeting: • Comparable general disability measure: important and possible • Multiple general measures for several specific purposes (matrix) • Short and longer set of measures • Minimum requirements for such a measure • Initial focus on the activity dimension of ICF
Third Meeting WCG, February 2004 • 2nd meeting: • Disability matrix • Overviews of general disability measures • Presentations on recent disability surveys and use of available disability data • Methodological issues, implementation of MEHM • Measurement of participation and environmental factors
Third Meeting WCG, February 2004 • Objectives suggested for a next meeting: Objective A: Based on the matrix, propose the selection of 1-2 purposes that a general disability measure should address and provide a rationale for the choice of purpose/s based on data presented at the WCG meetings and associated discussions.
Third Meeting WCG, February 2004 Objective B: Choose general measures, as reference instruments, that could be used as is or could be modified to address chosen purpose/s and provide a rationale for the choice.
Third Meeting WCG, February 2004 Objective C: Continue discussion on methodological issues related to using general disability measures (such as pre- and post-harm. issues) Objective D: Initiate a discussion about extended measurement set/s, as reference instruments, linked to the general measures selected
Third Meeting WCG, February 2004 Objective E: Initiate a discussion about how to deal with the issue of full population coverage (i.e. institutionalized population, children, homeless) Objective F:Provide recommendations identifying disability measures and estimates for which there is some congruence internationally so that data for the Demographic Yearbook is comparable in order to assist data users.
