Performance Measures Project • Partnered with Sacred Heart University Criminal Justice Program to undertake a comprehensive Performance Measurement Program • Program involved four components, or “indicators”: • Operations • Efficiency • Employee Satisfaction • Community satisfaction • Three of the four components are complete – Operations, Efficiency, and Employee Satisfaction. Community Satisfaction set to launch shortly. The goal is to integrate these results into key dimensions of our organization to measure and drive successful performance to accomplish our mission more efficiently

  8. Crime Clearance - Goal • Darien, for crime clearance rate comparison, falls within the ‘Northeast 10,000 to 24,999’ population demographic • The Department’s goal is to exceed the clearance rates across all categories within our demographic

Motor Vehicle Burglaries - 2009 • 86 incidents • Arrests made in 29 • Active warrants held for 0 • 1 was deemed unfounded • 4 were cleared by ‘exception’ • 52 remain unsolved • Clearance rate of 39.5% (not a reportable category for comparison) -Arrested for 2008 M/V BURGS in 2009 – 13 -Active Warrant for M/V BURGS in 2008 – 03 *4 cases have Evidence at State Lab for Examination

Burglary - 20 Arrest – 2 Exceptional – 2 Open – *16 Total Burglaries cleared by arrest or exceptional means – 4 (20%) Clearance Percentage for Burglary in Jurisdictions of similar size was 14% in 2008 *Residential – 16 / Commercial – 4 *2 Subjects arrested in 2009 for a 2008 Comm. Burglary *3 Cases have Evidence for Examination at State Lab

  11. Larceny - 112 Arrest – 17 Restitution – 1 Active Warrant - 1 Exceptional – 6 Jurisdiction – 1 Open – 84 Unfounded - 2 Larcenies cleared by arrest, restitution, warrant, or exceptional means –28(25%) Clearance Percentage for Larceny in Jurisdictions of similar size was 24% in 2008

  12. Sexual Assault - 5 Arrest – 0 Unfounded – 4 Open – 1 Sexual Assaults cleared by arrest, determined unfounded– 4 (80%) Clearance Percentage for Sexual Assault in Jurisdictions of similar size was 38% in 2008 *2003 Sexual Assault closed by arrest in 2009

Stolen Vehicle - 7 Arrest – 1 Unfounded - 0 Open – 6 Stolen Vehicles cleared through arrest or unfounded – 1 (14%) Clearance Percentage for Stolen Vehicle in Jurisdictions of similar size was 17.9% in 2008 * 1 Arrest in 2009 for a 2007 Stolen Vehicle. (Evidence returned from State Lab in 2009)

  17. Traffic Accidents in 2009 saw an approximate 16% reduction over 2008 – what caused the drop?

  18. Traffic Issues • Traffic and traffic related issues continues to present our biggest source of complaints • The Darien Police Department was awarded first place in the DOT’s ‘Traffic Challenge’ recognizing excellence in traffic enforcement and education for the second year in a row

  19. Traffic Initiatives - 2009 • June 1 – September 30 • $25,550 grant rec’d from DOT for supplemental enforcement • 664 Infractions issued • 306 Cell phone violation • 100 Fail to obey STC • 68 Speeding • 17 Passing stopped school bus • 44 Traffic light

Traffic Initiatives - 2009 • $46,000 grant rec’d for DWI enforcement • Most funds will be used 2010 to conduct checkpoints, enhanced patrols • Cooperative effort with Stamford PD • $10,300 rec’d for ‘Click It or Ticket’ campaigns • 750 infractions issued • During May and November ‘Click It or Ticket’ campaigns, a wrecked vehicle from Darien accident placed at DHS to increase seatbelt usage awareness

Traffic Initiatives - 2009 • OPERATION DHS (Drive Home Safe) • Began Fall 2009 • Intended to offer an additional deterrent to students driving fast to and from school • Program is in response to numerous neighborhood complaints • Program active only during school year and covers one mile radius from DHS • Students ticketed within this area are reported to DHS administration • 1st offense results in 2 week parking privilege revocation • 2nd offense results in full semester revocation • DHS invited Traffic Division to DHS to introduce the program • Pamphlets were distributed to neighbors describing the program • Violations and complaints have dropped substantially since program’s introduction

  22. Traffic Initiatives - 2009 • Traffic Division officers collaborated with SADD in their production of a seatbelt crash video. Video was shown to seniors during homeroom. • Traffic Division officers are now liaisons to the SADD chapter.

  25. 2009 Accomplishments • Took on additional workload associated with Alarm Ordinance tracking and billing • Received State of Connecticut Tier I and Tier II Accreditation • Implemented the Department’s first ever K9 program

  26. 2009 Accomplishments • Realigned the Department around two new ‘Bureaus’ – the Field Services Bureau and the Operations Support Bureau, each commanded by a captain • Implemented ‘Crime Reports’ to allow the community to track selected police activity in Darien • Will implement ‘Command Central’ component of ‘Crime Reports’ • New website launched www.darienpolice.org

  27. 2009 Accomplishments • Worked with TV79 to offer a series of PSA’s designed to increase public awareness on crime prevention strategies

  28. Ongoing Projects • Proposed Leash Ordinance • Currently under review by RTM • Seeking final approval from the RTM on: • Inter-Agency Agreement with Stamford and New Canaan • Acceptance of $20K accident investigation gift from the DTCF. • Acceptance of $30K grant for training equipment

  30. Performance Measures Project • Employee Satisfaction • The bulk of the police budget is spent on personnel. Gauging their job satisfaction and addressing issues – even if perceived - is important to the overall effectiveness of the DPD.

  31. Job Diagnostic Survey • Dr. James McCabe of Sacred Heart University administered a standardized ‘Job Diagnostic Survey’ to every officer at every rank up to and including lieutenants. • The survey was created in 1974 to diagnose the characteristics of jobs and to assess the effect of jobs on the employees that perform them. • The results provided useful insight on how officers perceived their jobs, the meaningfulness of their jobs, general satisfaction, motivation, and morale, among other things.

  32. Survey Results • One interesting aspect of the JDS revealed that Darien officers are generally a motivated group of officers with above average individual morale. • When individual morale is factored in with their perception of other’s morale, the number drops.

  33. Focus groups • Dr. McCabe conducted a series of focus groups with all officers of all ranks to discuss job satisfaction. • The Focus Groups provided a forum in which officers of all ranks had an opportunity to identify issues and offer suggestions for improvement. • The Focus Groups provided information that enabled more effective realignment of the captains’ duties, identified the need for a Training Committee, identified a need for more effective methods of dealing with complaints, identified individual growth opportunities for officers, identified a need to strengthen the field training and training divisions, and identified a need to more effectively deal with the organizational “rumor mill”

Performance Measures Project • Community Satisfaction • Satisfaction Surveys to be mailed to citizens who have had • Contact with DPD during the course of a complaint • Contact with the DPD during the course of selected “adversarial” events • Results to be received and collated by Sacred Heart University to ensure confidentiality • DPD and individual officers to have access to results. Officers may view surveys pertaining only to themselves to offer opportunities for self-improvement
