    2. Background The CSD creation in December 1992: follow-up of outcomes from the 1992 UNCED-Rio. The 11th Global CSD : review the implementation of A 21, PFIA21 and JPOI in two-year cycles. Regional commissions lead in RIM. CSD 16/17 in 2008/2009 on ARD, Land, Drought, Desertification and Africa. ECA-RIM for Africa 2007 under the 5th session of the Africa CSD to provide inputs to the CSD-16 RIM-ARD: a component the above process

Purpose and objectives of the RIM Implementation of A 21, PFIA21 and JPOI for Africa Progress, achievements, constraints, challenges and lessons JPoI, A21, PFIA21, JPOI and other commitments (MDGs, CAADP-NEPAD, WFS…) based on on-going initiatives. The CAADP : major basis of the evaluation Implementation strategy, methodology and outcome An inter-agency collaboration UNECA, AUC, FAO,… Data from countries and regional organizations (CILLS, FARA, NEPAD Secretariat, ADRAO, CORAF, World Bank, ADB…) . Desk literature review inputs Collaboration with Regional Organizations working on SARD in Africa: AU, ADB, AMU, SADC, EAC, IGAD, ECOWAS, ECCAS, COMESA…

Introduction: ARD, the poverty alleviation and the MDGs in Africa Recent trends of ARD in the region The share of the agricultural sector in the African economy. 2. Commitments and progress tracking: Large number of SARD recommendations, Commitments screening based on the importance for and effectiveness in improving SARD, Statistical trends on progress, concrete initiatives constraints, challenges and lessons

    5. Commitments progress, achievements, constraints and challenges 1. Sustainable Land Mgmnt: CAADP Pillar 1 - Land reforms and AU-ECA-ADB joint initiative on land, - TerrAfrica initiatives, - FAO work on an SLM Knowledge base, - NEPAD’s Environment Action Plan , - Abuja Declaration on Fertilizer - “African Fertilizer Development Financing Mechanism (AFFM)”. 2. Poverty and hunger halving commitment - Global Donor Platform for Rural Development (GDP-RD) - FAO Regional Programmes for Food Security (RFSP) - African Union Report on food security.

Agricultural productivity, growth & performance - The Pan-African Cassava Initiative (PACI), - The NERICA, - The Pan-Africa Bean Research Alliance (PABRA), - The Alliance for a Green Revolution in Africa (AGRA) 4. Maputo Declaration and public investment in agriculture - Comprehensive mechanism for monitoring progress 5. Integrated Water Resources Management (IWRM) - The Rural Water Supply and Sanitation Initiative (AfDB), - The African Water Task Force (AWTF) - The African Water Facility (AWF), - The African Minister’s Council on Water (AMCOW), - The trans-boundary water basin authorities and ANBO - NEPAD Water and Sanitation Infrastructure Program

The establishment of SARD holistic policy and legal frameworks and mainstreaming into development plans and programmes: - The CAADP implementation at national and regional levels, - The CAADP endorsement and countries` alignment process, - The AfDB action in SARD policy development. 7. Agricultural research spending commitment - The FARRA, - The FAAP Framework and the Multi-country Agricultural Productivity Program for Africa (MAPP), - The innovative ways of funding Agr.R&D and competitive funds initiatives in Africa

Rural participation, decentralization and capacity building - LG and involvement of Local Government Authorities - Political commitment to CDD and decentralization - Farmers Participation in the CAADP : IFAD-ROPPA- CAADP/NEPAD initiative. 9. Integrated Pest Management (IPM) - FAO inventory of obsolete stockpiles in the region, - CGIAR/NGO-IPM network-Africa action, - West African Regional Consortium of IPM Excellence, - IOMC and Global IPM Facility (GIPMF), - ATPMN and the IPM Information Partnership in Africa - FAO programme on “Prevention and Disposal of Obsolete Pesticides” - ASP, POPs management and destruction.

    9. 10. Rural energy commitment - UN-Energy/Africa, - Alliance for Rural Energy in Africa (AREA), - LP Gas Rural Energy Challenge, - UNIDO Initiative on Rural Energy for Productive Use - UNEP`s Rural Energy Enterprise Development initiative in Africa (AREED/UNEP).
