A key factor of the success “Sound data represent a key weapon in the battle against poverty” - Tadao Chino, former President, Asian Development Bank National development policy guided by statistics • Establish Statistics Bureau in 1948 (birth year of the Korean Government) and set up the national statistical system • Produce solid economic statistics to support national development policy during the condensed development period (1960-1990) • Strengthen local statistical offices to assist government-led regional development Initiatives for Statistical Capacity Building (SCB) • Establish an in-houseStatistical Training Centerfor government officials in 1991 • 700 trainees in 7 courses in 1992 → 16,278 trainees in 143 courses in 2010 • Train 345 KOSTAT staff members through UNSIAP programs (1970-2011) • Over 100 senior staffers have been enrolled in postgraduate programs abroad
Why is SCB important? Developing countries need high quality statistics for “evidence-based policy making and monitoring.” *cf. Only 96 out of 192 countries have capacity to produce MDG statistics at an adequate level. (UNSC 2011 출처) With emphasis on “managing for results,” developing countries need to compile and maintain statistical information on their own. - Busan Forum addresses performance management. - OECD, UN, World Bank stress statistical capacity building in DCs to effectively measure ODA effectiveness To support the “shared growth” initiative, we need to measure development progress of individual countries and the World.

Advancement of Statistical Methods Contribute to advancement of statistical methods and activities through close interaction with UN, OECD and Eurostat - Korea-EU Joint Report on Comparability (Late 2011) - Facilitate expert group activities for individual area (Household, SNA, Human Capital, Country Assessment) of OECD Committee on Statistics Nurture statistical personnel by expanding dispatchment of KOSTAT specialists to international organizations - International organizations: OECD, IRENA, World Bank - NSIs: Australia, Japan, etc. Participate actively in various international conferences and meetings on statistics to apply newly acquired knowledge in statistical administration - Contribute to global statistical community and inform global trend to domestic audience

Projects by STI • Project for the Capacity Enhancement of the Ghana Statistical Service • Objective: To build the statistical capacity of the human resource of Ghanaians • for producing and disseminating quality statistical data • -Contents: Establishment of the Ghana Statistical Training Centre, Provision of • educational equipment and consulting services • Budget and Duration : $1mil, 2011-2012 • Strengthening Vietnam Statistical Capacity Building Project • Objective: To improve statistical human resources of Vietnam for producing • high quality statistics • Contents: Provision of support for basic plan for statistical capacity building • and establishment of education system for human resources • -Budget : $85,000(1st year), $0.4mil(2nd year) • Duration: 2012-2013
Technical cooperation is a must for SCB and to sustain ODA effectiveness. • ODA without SCB of recipient countries cannot guarantee sustainable statistical growth. • “Technical cooperation and consulting” will be significantly expanded for sharing of Korea’s experiences and knowledge in statistical development. Future Direction of KOSTAT ODA Expand technical cooperation projects • Concentrate around ICT-based data collection system (i.e. Internet survey, PDA survey) and one-stop statistical data access system, data visualization(KOSIS, GSBPM, Statistical GIS, G20 dashboard) • Support for developing countries’ statistical system on nurturing statistical personnel and SCB • Support for training facilities, programs and e-learning system. Build on KOSTAT strengths & best practices • Support capacity building in compiling indicators to measure MDGs with consideration of each developing country’s characteristics. • Administer customized programs for each country • Build statistical information system, internet survey system, etc. with consideration of recipient country's ICT situation and needs.
