The approach • Information gathered from the survey responses : • prioritize 9 SatOcean services • Seven questions for each service: a. a narrative description of the need, b. the main end-users of the feature service, c. whether they are using CMEMS (satellite and/or in-situ) products and services, d. whether they are using any other (non-CEMS) satellite data, products and services, e. to indicate at what level (1-5) end-users’ needs are currently met, f. further information whether there are any further potential improvements and additional / future needs • indicate the importance (N/A, Very Low – Very High) of each feature service. • Eight (8) complete responses were received from five (5) End-Users: • Directorate General for Maritime Policy - DGPM - Portugal • Guardian Civil - GUCI - Spain • Hellenic Centre for Marine Research - HCMR - Greece • Regional Fund for Science and Technology of the Azores - FRCT - Portugal • Norwegian Coastal Administration - NCA – Norway
The approach Common web based platform -> allowing the use and submission of requests for EO-based services. Overall design and development shall adhere and use international standards with respect to the operational, technological, legal and semantic widely accepted trends. Build robust innovative solutions serving different types of end users. Improve COPERNICUS visibility in the EU level & strengthen the collaboration between the supply (i.e. SME, industries) and the demand side (PAs).
Existing/developed environment All EO Downstream services: shall be based on both EO data streams and Copernicus services (e.g. CMEMS). shall leverage on the sheer volume of data both frequency and accuracy generated by the Copernicus program (not only EO data but in-situ data – e.g. EEA) -> that poses both datamanagement and analysischallenges. shall be in line and updated on Copernicus initiatives -> Avoid “reinventing the wheel”.
communities Existing/developed environment • eoMALL an industry-led initiative coordinated by EARSC – trying to establish a marketplace for European EO Services and solving in a sense the fragmentation of the different value propositions. • Already developed solutions coming from the industry (e.g. SparkInData, M.App Exhange, CODE-DE by DLR) The design and development approach must take into account: Initiatives that attempt to bridge the technological gap for the effective processing of big Copernicus data (e.g. the TEPs - Thematic Exploitation Platforms) towards setting up value chains and engage with more and larger user communities and foster new users’ uptake. New DIAS (Data and Information Access Service) era that is to become the “breeding grounds” for innovative applications or "algorithm factories" that would help propel Europe to the forefront of global competition fueled by Copernicus (data and services).

Generic Requirements Generic view of what is envisaged to be developed by the Contractors and more precisely this includes all three tiers starting from the lowest logical level (Database) and moving up to the Application level (User Interface): A single point of access where all End-Users will be able to register and use the services. Be capable to request the application of another area of interest - on demand service. Be capable to request more accurate information using DWH data and/or on demand ordering.

Feature Service 1: Ocean biotic and abiotic parameters, climatological information and historical statistics Why it is needed “the lack of a holistic approach” where all required data from diverse sources are combined in one single web application serving needs of MARINE authorities at typical operating conditions – apply statistical analysis of the data and even produce objectively analyzed interpolated parameter maps.

Feature Service 1: Ocean biotic and abiotic parameters, climatological information and historical statistics Requirements – Marine environment scenario UCS-1-a: Provide with information parameters related to the status of the MARINE environment in Areas of Interests (AOIs), & UCS-1-b: detection of potential changes based on historical data analysis The data/parameters that shall be provided: sea surface temperature, salinity, chlorophyll-a, suspended matter, turbidity, transparency, reflectance and primary production, dissolved oxygen. The temporal resolution:weekly basis, Areas of interest: Saronic Gulf, Kalloni Gulf, Coastal areas of Spain and Azores Islands, Improvements: Spatial resolution higher than 1x1 km grid size, time scale >20 years (using historical data with lower accuracy), addition of parameters missing from CMEMS (e.g. primary production), fast and easy online data access, user friendly interface for satellite data acquisition by the End-Users.
Feature Service 1: Ocean biotic and abiotic parameters, climatological information and historical statistics Requirements - Coastal erosion support scenario UCS-1-c: observe historical abiotic environmental parameters such as winds and waves in the coastal area and check against the coastal erosion. The data/parameters that shall be provided: provide historical wind data from CMEMS, Sentinel 1 data, Aircraft data, Sediment status, Deposition Status, Risk to inundation, Coastal foundation, Sea level rise/fall, Coastal defense status, Natural and human barrier status. The temporal resolution: monthly basis, Areas of interest: Greece (Eresos beach, Kamari beach), Norwegian coastal areas, Coastal areas around Azores Islands (including area/island selection for pilot studies), Improvements: Use of historical data that can be derived from other sources like ERS and ENVISAT or other SAR mission, fast and easy online data access.

Feature Service 2: Regular monitoring of Marine Protected Areas (MPAs) Why it is needed The need stems from regular monitoring of the environmental status of sensitive MPA areas, as there are plenty of data sets gathered from diverse sources such as CMEMS (in situ, satellite data), tailored missions, NOAA, NASA and many others (e.g. AIS), but they are not being used

Feature Service 2: Regular monitoring of Marine Protected Areas (MPAs) Requirements - MPA monitoring and evolution scenario UCS-2-a: a “master” file for each selected MPA, combining CMEMS data with other EO data, evaluating past and present environmental status The data/parameters that shall be provided: sea surface temperature, salinity, chlorophyll-a, suspended matter, turbidity, transparency, reflectance and primary production, dissolved oxygen, total Coliform and E-Coli. The temporal resolution:weekly basis. Areas of interest: Greece - National MARINE Park of Zakynthos, Spain - Golfo de Cádiz & Alboran Island, Portugal - MARINE Park of the Azores and selected areas of the Natural Islands Parks of the Azores, Littoral Norte, Berlengas, Sintra-Cascass, RIA Formosa, and Norway - Svalbard and Bjørnøya, Coral reef complexes (Røstrevet) that lie west of Lofoten Islands, YtreHvaler national park. Improvements: Spatial resolution higher than 1x1 km grid size, to the extent possible time scale, addition of parameters missing from CMEMS (e.g. primary production), fast and easy online data access.
Feature Service 2: Regular monitoring of Marine Protected Areas (MPAs) Requirements - Monitor irregular vessel activity scenario UCS-2-b: provide a situational awareness service through the combination of satellite derived products that will notify the interested parties about: Number of vessels that were detected in this area within a day, Vessel detection and classification, improving the performance based on optical/SAR images, Correlation with previous visits, and Irregular behavior based on rules definition tools. The data/parameters that shall be provided: Historical data of vessels in the AOI, and events/incidences, AIS, VMS data (and similar) and Satellite data (S2 optical and S1 radar). The temporal resolution: daily basis. Areas of interest: Greece - National MARINE Park of Zakynthos, Spain - Golfo de Cádiz, Alboran Island, Portugal - Azores - Condor Bank, Formigas Islets Reserve, D. João de Castro Area. Improvements: Specific assessments to be taken into consideration based on analysis and validation at different phases: i) Time-line should minimize latency in product(s)/service(s) request to delivery ii) performance for services provision based on Sentinel 1 and Sentinel 2 data according to nominal plans should be maximized.
Feature Service 3: Fish Farm Monitoring Why it is needed A lot of information related to ocean and sea parameters freely accessible by many sources but there are quite few paradigms (mostly in EC Research Funds) of applying this critical information to a dedicated sector such as Fish Farming that is a fast-growing market and Fish Farmers are not aware of the availability of such information.
Feature Service 3: Fish Farm Monitoring Fast and easy online data access to historical data near fish farm areas UCS-3-a: End-User shall be able to select an AOI on demand and the feature service will indicate suitable fish farm sites based on historical data. Sentinel data Model indicates the suitability of an AOI for fish farm activities along with fish farm types (carp, salmon) Wind waves Chl-a Temperature Suitability shall be classified in 3 categories –Low,Moderate,High- UCS-3-b: The solution shall allow MARINE Authorities and fish farmers to monitor in near real-time the fish farm area of interest, being able to see all available and historical information about the monitored areas. Turbidity Possible use of any available Aquaculture environmental management tool. Mussels weight Currents Biochemical data methodology/tool that will early warn on potential water quality threats UCS-3-c: Early warning of potential fish farm threats, such as phytoplankton and HABs (Harmful Algal Blooms) (e.g. Lepidodinium, Karenia etc) and monitor evolution of threats. Feature Service 3: Fish Farm Monitoring Requirements - Fish Farm suitable sites scenario UCS-3-a: End-User shall be able to select an AOI on demand and the feature service will indicate suitable fish farm sites based on historical data. The data/parameters that shall be provided: Provide site suitability based on the use of wind waves, Chl-a, Temperature, Transparency, Turbidity, Relative mussels weight, seabass and seabream optimal sites. High resolution satellite, local biochemical data and oceanographic parameters as well as modeling adapted to the specificities of each region shall be used. The temporal resolution: N/A, Areas of interest: Τhe service shall be able to run in all countries (Greece, Portugal-including Azores, Spain and Norway) both in coastal and off-shore areas. The service shall indicate in a map the extent of all areas that the service can be applied, giving also the functionality to End-Users for on demand requests in other areas. Improvements: The Contractor shall propose a model that indicates the suitability of an AOI for fish farm activities based on historical data that are abovementioned and fish farms type (e.g. carp, tilapia, salmon, catfish). The suitability will be classified in 3 categories “Low”, “Moderate” and “High”.
Feature Service 3: Fish Farm Monitoring Requirements - Environmental Monitoring of Fish farmsscenario UCS-3-b: The solution shall allow MARINE Authorities and fish farmers to monitor in near real-time the fish farm area of interest, being able to see all available and historical information about the monitored areas. The data/parameters that shall be provided: chlorophyll-a, sea temperature, turbidity, currents, waves, salinity and other that deemed necessary. The temporal resolution: daily basis. Areas of interest: the service shall be able to run in all countries (Greece, Portugal, Spain and Norway) both in coastal and off-shore areas. The service shall allow users to either register in some fish farm sites, providing all necessary information or allow users to indicate on demand new AOIs. Improvements: provide historical datasets and measurements; fast and easy online data access in the aquaculture facilities, in coastal habitats and ecosystems near aquaculture facilities; Satellite and other datasets should be incorporated and combined with the existing/available aquaculture environmental management tools.
Feature Service 3: Fish Farm Monitoring Requirements – Detection of fish farm threats scenario UCS-3-c: Early warning of potential fish farm threats, such as phytoplankton and HABs (Harmful Algal Blooms) (e.g. Lepidodinium, Kareniaetc) and monitor evolution of threats. The data/parameters that shall be provided:Sentinel-1/2/3 data or optical images from the Contributing Missions, sea surface temperature and other relevant The temporal resolution: daily basis. Areas of interest: the service shall be able to run in all countries (Greece, Portugal, Spain and Norway) both in coastal and off-shore areas. The service shall allow users to either register in some fish farm sites, providing all necessary information or allow users to indicate on demand new AOIs. Improvements: methodology/tool that will early warn on potential water quality threats affecting the aquaculture. Combine diverse data such as sea surface temperature, harmful algae blooms, fish diseases or anomalies from information extracted by using systematically EO and in-situ measurements (if available) through well adapted algorithms / modeling.
Feature Service 4: Arctic based services Why it is needed This stems from the level of trust that it is important for vessel and iceberg detection; the reliability on sea ice status and on advanced forecast models; & the quick access to the most recent satellite image in a certain area.

Feature Service 4: Arctic based services Requirements - Ice Status & forecast info UCS-4-a: Automatic recognition. UCS-4-b: Provide most recent image. The data/parameters that shall be provided: Sentinel-1/2, AIS, classified map and others relevant The temporal resolution: N/A. Areas of interest: the service shall be able to run in all NAVAREA (19) XIX. Improvements: Combine images with AIS positions to increase the reliability of the detection and to improve the usability for search and rescue; Employ both advanced detection and discrimination algorithms that contain false alarm rate, provide more accurate model that will increase the reliability of the object recognition and improve the position of the object, Decrease the delivery time of recent images.
Feature Service 4: Arctic based services Requirements - Detection of Vessel and Iceberg scenario UCS-4-c: Ice Status & forecast info - Coastal Administration agent shall be able to receive, upon request, forecasts and monitor information of iceberg status in selected areas of interested. The data/parameters that shall be provided: SAR Satellite Imagery, MODIS Satellite Imagery, (CMEMS) Sea Ice Concentration Data, Sea Ice Charts & forecasting and routine monitoring of icebergs’ status. The temporal resolution: N/A. Areas of interest: the service shall be able to run in Barents Sea. Improvements: provide remote sensing methods for forecasting and routine monitoring of combined risk of waves and ice, considering all available ice information.
