  1. Whatwere the important consequences of Franco’s victory in the Spanish Civil War? Fascism triumphs again – Hitler’s and Mussolini’s military support of Franco helps to win the war. Reinforces Hitler’s belief that GB and France will not use force against him. Testing ground for new military tactics – bombing civilian targets (Guernica) – doubtful effectiveness on reducing civilian morale.

GB and France non intervention policy is discredited. • The Big Powers adopted a Non-Intervention agreement whereby they undertook not to send arms or men to either side in Spain. • This did not stop the uninterrupted flow of "volunteers" and modern equipment to Franco from Italy and Germany, nor the occasional consignments to the Republican government from France and Soviet Russia. • But France (Blum) hesitated under threats from Mussolini; and Britain (Eden) shrank from interference (not wanting to jeopardise economic interests in Spain or stop fascists fighting communists). It became obvious that Non-Intervention worked adversely to the Republican government. • David Low drew his opinion of Non Intervention. (next 3 slides)
