Mid-town water main • A 900 millimetre (3 feet) diameter water pipe • A critical component of the City’s water distribution system • Balances the flow between two water reservoirs located in south and north Winnipeg
History • Bridge constructed in 1958 • Bridge and pipe are now approaching the end of their useful life
Damage from pipe freeze in 1993 • Concrete structure damage • Pipe damage
Evaluation process • Assessed the condition of the pipe and bridge structure • Determined that work was required • Evaluated several repair/ rehabilitation strategies
Recommended option • Replace the pipe and reinforce the existing bridge structure • cost effective • provides the longest service life
Options evaluated • Install a new pipe by drilling beneath the Assiniboine River – difficult soil conditions • Install a new pipe by open cut beneath the Assiniboine River – high ground water conditions, difficult soil conditions, regulatory concerns by Department of Fisheries and Oceans • Repair the pipe by internal lining methods – cost prohibitive Other consideration • Build a new bridge to support the water main and a pedestrian/ bike path – no funding support
Aubrey Green safety upgrades • New fencing to clearly identify the two distinct uses – Water and Waste facilities, park area • A new pathway leading to the river • Remove or restrict lighting • New fencing to prevent access to the properties east of the water main • New landscaping on the lower river bank to deter unauthorized gatherings (e.g., late night parties, bon fires)
Proposed construction schedule • September 2011 to June 2012 • Sequence of work • remove existing pipe • upgrade the bridge structure • recoat (paint) the bridge structure • install the new pipe • landscape and restore the site
