Objective COM10 ESSIP Plan 2013 Adriatik KOKONA DSS/EIPR 13.09.2013
Objective COM10 • Comprehensive Explanation • Link to European ATM Master Plan • Most important SLoA(s) • Finalisation Criteria and Closed Questions • Supporting Material • ESSIP Report 2012 • Objective Coordinator’s Analysis, recommendations, tips & tricks • Conclusions • Links and contacts ESSIP Plan 2013 / Objective COM10
Comprehensive Explanation • AFTN / CIDIN technology is now becoming obsolescent, and is not sufficiently flexible to support future messaging requirements. It is intended that existing AFTN and CIDIN users and systems will transition to more modern technology, using the ATSMHS application, defined by ICAO to replace the AFTN telegraphic style of working with a store-and-forward Message Handling System based on international Standards and providing enhanced functionality. • The ATS Message Handling System (AMHS) is a proven messaging application based on the X.400 worldwide standards for messaging and on the Internet Protocol (IP) for transmission and routing. In the EUR ICAO Region it was decided to implement the AMHS on top of a TCP/IP network infrastructure. The deployment of AMHS is an ongoing work, which was started with the implementation of the "Basic Service" since 2006. An important development will be the introduction of the "Extended Service" which is described in the ICAO documentation. ESSIP Plan 2013 / Objective COM10

Most important SLoA(s) • COM10-ASP01Implement AMHS capability (Basic ATSMHS) and gateway facilities to AFTN ESSIP Plan 2013 / Objective COM10
Finalisation Criteria and Closed Questions • AMHS capability for Basic ATSMHS has been implemented, documented and in operational service (12/2011) • Extended ATSMHS capability has been implemented, documented and in operational service (12/2014) ESSIP Plan 2013 / Objective COM10
Supporting Material • EUROCONTROL Specification 0136, Edition number 2.0 "EUROCONTROL specification on the Air Traffic Services Message Handling System (AMHS)" published as Community Specification in the Official Journal of the European Union (ref. OJ C 323, 31.12.2009, p. 24) • ICAO ATS Messaging Management Manual (ICAO EUR Doc 021) • ICAO EUR AMHS Manual (ICAO EUR Doc 020) • ICAO detailed technical specifications (ICAO Doc 9880 Part IIB) ESSIP Plan 2013 / Objective COM10
ESSIP Report 2012 • While the implementation of Basic ATSMHS is expected to be finalised by all states by 12/2014, the enhancement of the AMHS capabilities will most probably suffer delays because still Seven ANSPs have not yet planned the implementation; • 20 States/ANSPs have implemented the basic ATSMHS, the remaining are implementing it; • 3 States/ANSPs have implemented the Extended ATSMHS, while 7 have No Plans to implement; it • Some states are suffering from lack of regional support, awaiting their neighbouring ACCs readiness to start planning implementation. ESSIP Plan 2013 / Objective COM10
Objective Coordinator’s Analysis, recommendations, tips & tricks • Priority should be given to implement the required communication infrastructure covered by COM09 Internet Protocol (IPv6); • Start implementing Basic ATSMHS ESSIP Plan 2013 / Objective COM10
Conclusions • Importance of the IP based communication infrastructure • Implement COM10-ASP01 and ASP02 ESSIP Plan 2013 / Objective COM10
