Kansas State Board for Examination & Registration of Nurses • Established by Legislative action in 1913 • First meeting July 1, 1913 • Fee for registration was $5.00 • 8,518 nurses registered from 1913 to 1940
History • 1949-licensure of practical nurses • 1973-licensure of mental health technicians • 1976-Continuing education required to • renew license • 1984-Regulations written and passed for • certification of advanced nursing practice • 1994-LPN’s allowed to practice IV therapy • in expanded role
Purpose Protecting the citizens of Kansas from the practice of nursing by unscrupulous and unqualified individuals.
Four Duties of KSBN • Enforcement of the Nurse Practice Act • Licensure of qualified nurses • Approval of education programs • Disciplinary action against licenses
The Board of Nursing is… • Administered under the Executive Branch of Government (the Governor) • Subject to legislative oversight through the legislative process • Assisted with legal matters by the Judicial Branch through the Attorney General’s office • Self-supporting-No tax dollars
Board Members • Eleven---appointed by the Governor • Serve without compensation (expenses only) • Serve a four year term • Six registered nurses • Two from nursing service • Two from education • One from practice as an ARNP or RNA • One from any area of nursing • Two licensed practical nurses • Three public members • At least one shall not have been involved in health care

Steps to Become Involved in Politics • Know the players of the issue • Show commitment • Put your opinion in writing • Consolidate and share your information • Keep in regular communication • Schedule meetings with elected officials and their staff • Provide testimony • Work on congressional campaigns

Fingerprints Helps the board to meet its mission to protect the public Required on all original applications Submitted for a state and national criminal history record check Used to identify the applicant and to determine character Results will be used as a road map only for staff Results will only be given to applicant if requested KSBN received a $50,000 grant for implementation of fingerprint requirement
Kansas Examination History • First examination given in December 1913 • 10 candidates took the examination • 8 passed, 2 failed • Passing Score = 80% • Board of Nursing wrote the examination • Examination essay questions on cards • Wrote answers in blue books • 2 Board members graded each examination
What is NCLEX The examination is designed to test: • Knowledge • Skills • Abilities Essential to the safe & effective practice of nursing at the entry level.

What You Can Not Do • Skip questions • Review questions • Change answers once submitted
When is the Test Over • Minimum and maximum number of items that can be asked. • RN: 75-265 • PN: 85-205 • Computer determines if ability is either above or below passing standard • Run out of time NCSBN
Registration Process • Follow Candidate Bulletin • If email address used when registering, ALL correspondence from Pearson VUE will arrive ONLY by email • Register via Web, Mail, Phone, or Electronic Scan • Pearson VUE registration valid for 365 days, Board of Nursing for 6 months
Testing & Sites • Topeka • Wichita • Hays (not open full time) • You are guaranteed a time to test within 30 days of when you request a time. (45 for retest) • If you have difficulty – call the Board of Nursing • Arrive at least 30 minutes before scheduled testing time

Kansas Nurses Assistance Program • KNAP is supported by funds from the Board of Nursing • Fees charged to Participants • Started in late 1987 • KNAP is overseen by a voluntary Board of Directors comprised of nurses who are knowledgeable about impairment • Maintains about 220 in the program • National average is about 13% of licenses • Kansas is below the national average
Kansas Nurses Assistance Program • Self-referrals to the program are encouraged • KNAP is a confidential program • Nurse stays compliant with program their name is not shared with board of nursing • Referrals can be made by family, friends, employer • Reporting requirements under the risk management law and KSBN regulations are satisfied by a report to KNAP
