  1. ARRA Grants in COFRS CCIT Meeting September 16, 2009

  2. Requirements • All ARRA-related grants need to be set up in the COFRS grant-master. • See Alerts 184, 185, and 186

  3. Critical Fields for ARRA Reporting • CFDA Number • Major Grant Number • Internal Recipient (Y/N indicator) • ARRA/1512 Reportable (Y/N indicator)

  4. Grant Master Record - Example

  5. Rule of Thumb – CFDA & Grant Nos. • The CFDA and Major Grant numbers should match the award document. • The Major Grant number field is 12 characters in length. If your grant number exceeds 12 characters, place the remaining characters in the field called “FED ID NO.” • The Major Grant number is case, space, and special character sensitive. It should be the same as it appears in the award document.

  6. Rule of Thumb – Internal Recipient • If passing funds to another state agency, set up two grant masters: • One for the pass thru • Internal Recipient should be marked as Y • One for all other activity (e.g., internal costs and payments to subrecipients or vendors) • Internal Recipient should be marked as N

  7. Rule of Thumb – Internal Recipient • If not passing funds to another state agency, set up one grant master: • One for all activity • Internal Recipient should be marked as N

  8. Rule of Thumb – ARRA/1512 Reportable • If grant is received from an entity outside the State (e.g., City and County of Denver): • ARRA/1512 Reportable should be marked as N. • Your agency is responsible for reporting to the City and County of Denver. • If grant is received directly from the federal government: • ARRA/1512 Reportable should be marked as Y, if the CFDA number is on the list of programs subject to 1512 reporting. • ARRA/1512 Reportable should be marked as N, if the CFDA number is not on the list.

  9. Review of Coding • The Office of Information Technology and Office of the State Controller are reviewing COFRS ARRA coding in the grants module. • We have been contacting each agency to ensure the grants have been set up appropriately in COFRS. • For agencies using COFRS, we have reviewed 22 ARRA grants out of a total of 54 ARRA grants that have been set up in COFRS.
