  2. WELCOME The O’Hare Noise Compatibility Commission plays a key role in enhancing the quality of life for the residents of all communities in our region. Arlene J. Mulder Chair, O’Hare Noise Compatibility Commission President, Village of Arlington Heights

  3. Mission of the Commission To assist in developing meaningful methods of reducing the impacts of aircraft noise on our surrounding neighborhoods through home and school sound insulation, and to reduce, wherever possible, aircraft noise at its source.

  4. Membership • Comprised of 18 municipalities and 9 school Districts • Governed by Intergovernmental Agreement and By-laws

  5. ANCA - 10 Years Later The Airport Noise and Capacity Act of 1990 (ANCA) • Phased-out Stage 2 aircraft (>75,000 lbs.) • Effectively prevented local airport operators from instituting any mandatory restrictive noise abatement measures. Completed 12/31/1999 So now what?

  7. Residential Sound Insulation Committee • Recommends criteria and selection process for the Residential Sound Insulation Program.

  8. Residential Sound Insulation CommitteeAccomplishments • Through the 2000 Program, more than $130 million will have been spent to sound insulate homes in the O’Hare area, benefiting 3,934 families. • Approved 2000 Residential Sound Insulation Program which includes 850 homes at a cost of approximately $30 million. • Recommended that homes in the most severely impacted noise contour areas be prioritized first for sound insulation. • Created informational booklet entitled “Sound Insulating Your Home”. • Will utilize year 2000 contour results for future program commitments.

  10. School Sound Insulation Committee • Recommends criteria and selection process for the School Sound Insulation Program.

School Sound Insulation CommitteeAccomplishments • World’s most extensive school sound insulation program. • Through the year 2000 Program commitments, $250 million has been spent to sound insulate 94 schools. • Developed and approved the selection criteria for noise monitoring. Approved 22 schools to be monitored in 2001. • The Program began in 1982. Since Commission formed, 55 schools have been insulated.

Technical Committee • Considers and recommends operational programs to reduce aircraft noise impacts. • Evaluates reports from the Airport Noise Monitoring System. • Works on noise abatement issues with air traffic controllers, Federal Aviation Administration representatives, airline pilots, and community leaders.

  13. Technical CommitteeWork Efforts • Improve Effectiveness of the Fly Quiet Program • Enhance O’Hare’s Noise Abatement Program • Implement Fly Quiet Adherence Reporting • Encourage Stakeholder Participation • Continue Education of Technical Committee • Improve Community Outreach

Technical CommitteeAccomplishments • Began working with Fly Quiet Directors to implement Flight Management System departure tracks and Advanced Flight Track Procedures. • Obtained report on carriers’ navigation equipment showing more than 80% of O’Hare nighttime aircraft are equipped with FMS navigational technology. • Educated communities regarding the potential impacts of maintenance at O’Hare by creating and distributing the annual Nighttime Construction Awareness Brochure.

  15. Advanced Flight Track Procedures (AFTPro) • Utilize existing technology adhere to preferential tracks with greater precision.

Chicago Department of AviationCommunity Outreach Vehicle • Used to promote the Commission and Airport System’s initiatives at community events and festivals, schools, and libraries. • FEATURES: • Compressed Natural Gas (CNG) powered • Automatic hydraulic wheelchair lift (approved by the Americans with Disabilities Act) • Back-lit display panels for interchangeable photographic transparencies • Television & VCR system for video presentations • Computer capable of operating the Airport Noise Monitoring System (ANMS), Internet, and other presentations • Public address system for use at large public gatherings

Other Work Efforts of the Commission • Commented on FAA’s Noise Abatement Policy. • Lobbied for additional NASA noise reduction research funding. • Lobbied for increase funding through AIR 21. • Continue to lobby airlines to phase-out hushkitted aircraft. • Continue to lobby airlines to re-evaluate scheduling decisions in relation to phase-out of slots at O’Hare. “We’re doing our part locally, working with the stakeholders on voluntary measures”

  19. Life after ANCA? • Federal legislation will not solve local issue. • Cooperative effort with stakeholders to balance economic growth and better service to customers with airport neighbor quality of life issues.
