1. GA1 quick review • Basic outputs – Reminder! • GA1 outputs will provide the basis for a solid understanding of the current situation and potential regarding energy efficiency for buildings in the examined areas. GA1.1 - Collection of building guidelines (legislation) concerning energy efficiency issues Basic Output: Legal framework corpus, concerning the legal framework at EU, national and local level. GA 1.2 - Collection funding opportunities and programs, political initiatives at EU, national and local level. Basic Output: Guide for funding, political initiatives at EU, national and local level. GA1.3- Collection of applied best practices concerning energy efficiency issues and study visits at participating municipalities areas. Basic Output: Best practices collection, from EU, national and local experience.
1. GA1 quick review • Basic outputs – Reminder! GA1.4 - Collection of a pool of active bodies and experts that are involved on energy efficiency matters - BSBEEP POOL Basic Output: Index of actors (institutions and bodies) at EU, national and local level. GA1.5 - Collection of building materials and systems concerning energy efficiency issues - BSBEEP AGORA Basic Output: Guide of building materials concerning energy efficiency issues.
1. GA1 quick review • Summary of participants in GA1 activity Municipalities of Cahul, Mykolayiv, Samsun andTekirdag will participate in all 5 GAs
2. Plan versus actual 6 Months have passed!! Mostly administrative and preparatory activities… No major work regarding GA1!
2. Plan versus actual GA1.1 and GA1.2 activities must end until end of December –That’s 23 days from now! (including Christmas…)
2. Plan versus actual GA1.3 and GA1.4 activities are estimated to have ended until February GA1.5activities are estimated to have ended until April

Work scheduled and done Months 1-4 Until 1st Progress Report What we had to do: • Specifications for five (5) studies • What we have done: • Specifications for all five GA1 studies have been prepared. • Moreover: • An analytical timetable and a template including specific instructions and timeframe were elaborated and were distributed to all partners (12/9/2013). • A questionnaire regarding the analytical profile of all municipalities has been developed and distributed. • Screening evaluation and collection of relative literature, preliminary analysis, summary lists.

Work scheduled and done • Adaptation of GA1 internal structure • Structure flexibility-adaptation since many municipalities fall under common legislative framework (i.e. EU, Turkish, etc.) • Avoidance of effort duplication (ensure the that participants will not work on identical subjects thus losing valuable time, i.e. EU and Turkish legislation should not be described in each EU and Turkish municipality respectively) • Indicative example GA1.3 Initial structure • One (1) introductory chapter • General information regarding activity’s subject and notions. • Seven (7) chapters (one for each municipality and one for Armenia). • Focus on local national and EU level. • One (1) comparative final chapter • Identify common approaches, pros and cons, evaluate data adequacy etc. New structure & contents
3. Work scheduled and done • Activity 1 (legislation) General information regarding activity’s subject and notions. Issues such as significance of accomplishing the specific activity, references to similar work, definitions et al. may be included. 2.1 & 2.2: Mention the temporal evolution of the legislation and the reasoning behind that evolution. Provide an exhaustive list with all the EU legislation related with Buildings and Energy Efficiency, and a brief summary of each legislation. 2.3 & 2.4: Mention and point out the challenges and/or the opportunities together with the problematic areas and any limitations, that may arise from the legislative framework. Similar to EU Level. Identify common approaches, pros and cons, evaluate data adequacy etc. Attempt to summarize, in a critical way the information collection.
3. Work scheduled and done • Activity 2 (funding opportunities, political initiatives) General information regarding activity’s subject and notions. Issues such as significance of accomplishing the specific activity, references to similar work, definitions et al. may be included. Analysis of funding programs and political initiatives available in EU. Same as EU level – an international approach for non EU countries should also be reported. Each partner-municipality should clarify a number of top priorities and needs regarding its energy related strategy. DUTH will elaborate those priorities according to the respective needs and will develop a dynamic Table for each municipality which will indicate which programs fit to its specific needs. Identify common approaches, pros and cons, evaluate data adequacy etc. Report summary and conclusions..
3. Work scheduled and done • Activity 3 (Best Available Practices) Introductory text on the best available practices (BAP) regarding energy efficiency in building sector. Analytical description and presentation of BAPs related with the specific category.. At least one (1), maximum two (2) application-case study per participant according to the practice chosen before (Chapter 2). Comparative summary of the BAPs and the case studies. Point out common applicable BAPs, highlight and evaluate BAPs with similar cases within the EU. Conclusive remarks.
3. Work scheduled and done • Activity 4 (BSBEEP POOL) Introductory text on bodies and experts involved on energy efficiency issues.. List of active bodies and experts in EU level (aim and scope of the body, brief description, service provided and contact details). List of active bodies and experts (aim and scope of the body, brief description, service provided and contact details) for local. Comparisons, Evaluation and separation of the mentioned bodies and agents according to the service they provide, Concluding remarks
3. Work scheduled and done • Activity 5 (BSBEEP AGORA) Introductory text and general information regarding materials and systems related with energy efficiency issues. Separate various products, materials and services according to their functionality. Each participant will be responsible for product identification in National level. Summarize, in a critical way the information collected.

Work scheduled and done • Municipalities’ profile • (Questionnaire) • Why? • Help the participants in terms of comprehension of the spatial and special characteristics, thus enabling efficient benchmarking. • Provide an initial assessment of the current situation regarding data availability and readiness of your municipality. • Very useful for GA2.

4. Work to be done Months 5-8 Until 2nd Progress Report – February 2014 • What we have to do: • Four (4) studies collecting information and producing knowledge (from act. 1,2,3,4). • Each study (approx. 200 pages in average) will be published in seven languages (English, Greek, Romanian, Turkish, Ukrainian, Armenian and Moldavian). [4 studies*200 pages=800 pages]
4. Work to be done Months 9-12 Until Interim Report – May 2014 • What we have to do: • One (1) study collecting information and producing knowledge (from act.5). • The study (approx. 200 pages) will be published in seven languages (English, Greek, Romanian, Turkish, Ukrainian, Armenian and Moldavian).
5. Main bottleneck and constraints • Preparatory activities took too long! • Administrative problems! (e.g. contracts, budget and work allocation). • Too much work to do in January/February (11 parallel GA activities!). Absorbing the delay is possible BUT We need to follow the timeline!!
6. Conclusions - Discussion • January is critical for the project. • Don’t forget – GA2 has started too and requires our time!! • Honest commitment to provide deliverables – Justification of delay in advance. • A good chance to discuss who will work with whom here.
