NCLB Consolidated Application • No NCLB consolidated application for 2009-2010 • ARRA applications made consolidation of grants difficult • We encourage consolidated planning • May not be a consolidated application for 2010-2011
Release of Applications and Notification • The online project applications will be released as each one is ready. • Methods of Notification: • The FLDOE Website: http://www.fldoe.org/Default.asp • Paperless Communication (Make sure you sign up for all K-12 publications) • Notification to district coordinators identified on the list serve/distribution lists (Make sure you are on your program’s list serve/distribution list.)
Monitoring Dates • On-site: Week of 10/19/09 Week of 11/2/09 Week of 11/16/09 • Desktop: Week of 11/30/09 Week of 12/7/09
DUE DATES for LEAs • Due Date for Monitoring Documents to FLDOE is September 15, 2009, which includes: • Workpapers (all LEAs) • Self-Evaluation Certifications, automatically generated in the online system, printed and sent electronically to FLDOE (all LEAs) • Documentation of evidence, uploaded into the online system (Desktop and Onsite LEAs) • Limited documentation may be requested to be uploaded into the online system (all LEAs) • Due Dates for System Improvement Plans • September 15, 2009, for LEAs not being monitored this year • 10 working days after the receipt of the preliminary monitoring reports (Desktop and Onsite LEAs) • 10 working days after FLDOE response to requests for reconsideration (Desktop and Onsite LEAs)
What’s New for 2009-2010? • The monitoring system will now be used for all phases of monitoring, from completion of the work papers and self-evaluation certification to FLDOE approval that SIPs have been implemented • Reduction of the number/duplication of documents to be uploaded • Very limited documentation for program elements most out of compliance • Final reports issued following the preliminary monitoring reports and the opportunity for reconsideration • Technical assistance will be offered to all LEAs
Findings from 2008-2009 FLDOE Monitoring Visits and U.S. Department of Education Visits • Findings are greatly reduced from 2007-08 • LEAs have made significant progress with Title X, Part C, Education for Homeless Children and Youth. Areas LEAs should focus on to ensure compliance include: • Homeless Education Policies • Dispute Resolution Process • LEAs have made significant progress with Title I, Part A, Improving the Academic Achievement of the Disadvantaged. Areas LEAs should focus on to ensure compliance include: • Private Schools • Evaluation of District and School Plans and Policies
