Physical and Social Science Research Task Team PSTT Plan • Develop criteria to determine where research is located within NOAA; • Apply the criteria to research activities, and identify opportunities for migration
Physical and Social Science Research Task Team Criteria for Research Location: Principles from RRT • Research enterprise is corporate – linkages across organizational lines • Organization must follow function • Dedicated resources for research that is focused on mid- to longer-term mission needs (split between intramural and extramural) • Near-term improvements in operational capabilities should be aligned with operational activity • Scientific advice formally aligned to the corporate research program to ensure policy based on science • Structure that fosters intra and inter agency collaboration
Physical and Social Science Research Task Team Other Criteria for Research Location • Time scale to fruition (0-5, 5-20. 20 + years) • Infrastructure requirements (e.g. chemistry labs, supercomputers, ships, data systems . . .) • Personnel professional qualifications and experience requirements (continuity, uniqueness of discipline) • Make vs. Buy – Can the research or development requirements be satisfied by industry? • Linkage to users - if the users are NOAA operations, how is this link made – e.g. proximity, workshops etc. • Risk: Are "high payoff-high risk" efforts possible
Physical and Social Science Research Task Team Analysis Background • Four ways to look at research structure: • Line office locations ► • Institutions (orgs doing research at a location)► • Programs – mainly congressionally defined ► • Matrix programs ► • Look at all types activity: • Short (near-term) research • Mid to long-term research • System and product development • Look at: • Organizational location • Geographic location • NOT at mission and activity
NOAA Process • PSTT presents report to the NOAA Research Council • NOAA Research Council makes recommendations to the NEP/NEC • Proposed changes presented to the SAB for comment and suggestions • NEP/NEC recommends action to NOAA Administrator • NOAA develops response to PSTT, briefs to SAB • NOAA implements response in FY08 PPBES
Desired Outcomes • SAB understands initial approach of PSTT.
