Administrative Issues • Consensus was defined • Does not mean unanimity, disagreement is possible • Votes will be taken as necessary • Minority opinions will be written into the minutes upon request • Next Meetings • 13 – 17 November, 2006, Seoul • 12 – 16 February, 2007, Redwood City (tentative) • 7 – 11 May, 2007, Berlin (tentative) • Other possibilities: London, Washington D.C., Detroit
ATG2 • Work continues on the eTendering schemas, and no issues were raised to be brought up in TBG17 • There are still outstanding issues with the TBG1 Cross Industry Invoice message assemblies. An attempt was made to resolve them, but more input was needed, so they were referred back to TBG1 • Among the issues raised by the TBG1 Cross Industry Invoice submission were some that need to be resolved via a CCMA technical specification. The issue was to be addressed at the FMG meeting on August 21 • Mark Crawford reported on the convergence work between the NDRs and OAGi work. ATG2 will work on this as part of the new NDR proposal • ATG2 will propose taking over responsibility for the core data types, decoupling it from CCTS
TMG • Due to low participation levels, and a large number of comments from the first public review draft of CCTS, work on approving CCRS version 3 is progressing slowly. The hope is to have it completed by December, 2006 • Unified Context Methodology (UCM) is close to finishing the first draft for public review
ICG • The latest version of the UN/CEFACT profile for UN EBXML for RIM is available for review • The question of who will build the registry is still unresolved
FMG • FMG has agreed to align all its publications with the normal publication dates • FMG has proposed that all code elements in the data library must have a TDED item and that the CC should reference it. TBG17 objects that while TDED is valuable, nowhere in CCTS is it referenced, and it should not be a requirement. A proposal to that effect will be submitted to FMG
Project Submission Status • TBG6 eTendering, TBG1 Cross Industry Invoice, and TBG9 Small Scale Lodging have all been fully harmonized • TBG6 PSCPM has been partially harmonized • Only one new project had been submitted, a TBG2/3 joint project, but it was submitted too late for consideration at Stockholm • A new spreadsheet was designed to track and publicize submission status
Publication Milestones for CCL06B • 05 September – Final date for new items • 12 September – Final date for change requests • 15 September – Final date for new items/change requests to Editor • 22 September – Final date for questions from Editors • 26 September – Final date for responses from QA/harmonization • 29 September – Draft due • 04 October – Review during New Delhi Forum
Requirements for Publication in the CCL • All components that constitute the content model of an ACC must be approved • All components that constitute the content model of an ABIE must be approved • A BBIE cannot be approved unless its supporting QDT (if any) is approved • At least one ABIE based on an ACC must be approved for the ACC to be included • All associated ABIEs in the CCL must be approved • All similar CCs in the change request library must be harmonized • Any ACC or ABIE that meets these requirements at publication time will be moved into the publication CCL
Versioning • Versioning was a major issue of concern • The scope of versioning is larger than just TBG17, so longer term decisions were deferred • For CCL06B, the decision was made that: • All new submissions will be version 1.0 • All CCs from CCL06A will be version 1.1
P1 Documents • Inconsistencies in interpretations of the Submission Guidelines document point out the need to update them to improve clarity and consistency • Minor changes to the submission template spreadsheet were identified • The Harmonization checklist will need to be updated to comply with the changes to the submission spreadsheet • A draft harmonization process document was presented • Garret Minakawa was to conduct a general review of the P1 documents for consistency and clarity
Miscellaneous Items • It was agreed that GEFEG.FX would be the official editing tool for the TBG17 library • GEFEG.FX will be an acceptable submission format for TBG17 • TBG17 will publish a library of objects that have been harmonized but have not yet been published. It will be available on the TBG17 CORE.gov site. • Kevin Smith volunteered to be the keeper of the controlled vocabulary
P1 Issues • ASBIE Dictionary Names (Rule B25) • TBG17 decided to ask TMG to issue an official errata to clarify rule B25 to explicitly include associated object class qualifiers in the dictionary entry name • Unqualified ABIEs • The issue of allowing unqualified ABIEs was first addressed in London • A large number of unanswered questions arose out of that discussion • Versioning tied to this issue • Two motions were put forward, neither gained majority support • The decision to allow unqualified ABIEs was deferred
P1 Issues (cont.) • Name as a Representation Term • After reviewing the existing library, it was decided that allowing Name as a representation term would cause more confusion than clarity • The London decision was reversed • TBG17 will ask FMG to resolve the differences between the CCTS and the decision of TBG17 • Generic Type Data Elements • Defined as BCC Property Term + Representation Term • CCL06A was reviewed for consistency • Changes will be proposed for a future library • A definition list of generic type data elements will be provided
Harmonization • PSCPM was the only project ready for harmonization at this meeting • About a day and a half of the session was devoted to PSCPM harmonization • During that time we harmonzied • 2 ACCs • 9 BCCs • 3 ASCCs • 8 ABIEs • 50 BBIEs • 14 ASBIEs • 4 QDTs • Overall, the project went from 30% harmonzied to 43%
Administrative • Only one nomination was received for TBG17 Chair: Mary Kay Blantz. She was named chairman by acclamation • Only one nomination has been received for TBG17 Vice Chair: Marion Royal. Since Marion does not have funding for travel to attend face-to-face meetings, additional nominees are desired
Library Issues • A number of minor issues with the eTendering and Cross Industry Invoice submissions arose in the course of library publication. They have all been resolved
Harmonization • In the 5 harmonization meetings since Stockholm, the following items have been harmonized • 4 ACCs • 28 BCCs • 14 ASCCs • 5 ABIEs • 45 BBIEs • 18 ASBIEs • 6 QDTs • We have gone from 43% harmonized to 65% harmonized (as of 19SEP06)
